INKLUSIVITAS DALAM NAPAS PANJANG AKSI KAMISAN YOGYAKARTA

Sebagai gerakan yang berdiri sejak tahun 2013 dan menjadi estafet perjuangan dari Aksi Kamisan Jakarta, Kamisan Jogja penting untuk dilanjutkan. Kamisan Jogja telah menjadi platform yang mampu menampung berbagai partisipan dari latar berbeda-beda. Demi mempertahankan eksistensinya, strategi inklusivitas menjadi dibutuhkan. Inklusivitas begitu penting bagi sebuah gerakan agar tidak terfragmentasi dan menghambat dalam mencapai tujuannya. Oleh karenanya, rumusan masalah dalam penelitian ini adalah bagaimana strategi inklusivitas diterapkan oleh Aksi Kamisan Yogyakarta guna menjaga konsistensi kegiatannya pada periode 2018—2023. Peneliti merupakan pegiat aktif Kamisan Jogja sejak tahun 2019, sehingga, metode yang dipilih adalah penelitian kualitatif dengan pendekatan etnografi. Teori yang digunakan adalah teori inklusivitas dari Weldon (2006). Teori tersebut menunjukkan bahwa terdapat tiga indikator inklusivitas, yakni self-organization, descriptive representation, dan search for agreement. Indikator tersebut merujuk pada keterlibatan kelompok terdampak yang isunya diangkat dalam gerakan serta bagaimana gerakan menjembatani perbedaan.

Hasil penelitian menunjukkan Kamisan Jogja terbukti telah menerapkan ketiganya dengan anak muda sebagai organisator inti. Self-organization dan descriptive representation dapat dilihat dari kesempatan-kesempatan yang diberikan kepada kelompok terdampak. Namun, keterlibatan kelompok terdampak belum sampai pada mengorganisasi dirinya sendiri secara penuh. Meski mereka telah hadir secara fisik dan memiliki representasi, pengorganisasian utama tetap dijalankan oleh anak muda. Search for agreement mampu dicapai secara baik karena perbedaan yang muncul berhasil dijembatani tanpa ada konflik.

Kerja sama dalam gerakan ini telah menghasilkan tiga hal yang disebutkan Weldon, yaitu kepentingan bersama (common material interest) berupa spirit atau isu HAM yang diperjuangkan; kesamaan identitas (shared identities) sebagai mahasiswa, manusia, serta perasaan sama-sama rentan; dan kesempatan politik (political opportunities) berupa menjadikan gerakan ini sebagai platform yang menampung keresahan politik akar rumput. Kesempatan politik yang dibentuk bukan berupa konsensus dengan state atau pemerintah manapun.

As a movement that was established in 2013 and became a relay for the struggle of the Aksi Kamisan Jakarta, Aksi Kamisan Jogja is important to continue. This movement has become a platform that can accommodate various participants from different backgrounds. In order to maintain its existence, an inclusive strategy is needed. Inclusivity is very important for a movement to avoid fragmentation and hindrance in achieving its goals. Therefore, the problem formulation in this research is how the inclusivity strategy is implemented by Aksi Kamisan Yogyakarta to maintain the consistency of its activities in the 2018-2023 period. The researcher is an activist of Kamisan Jogja since 2019, so the method chosen is qualitative research with an ethnographic approach. The theory used is the inclusiveness theory from Weldon (2006). This theory shows that there are three indicators of inclusivity, namely self-organization, descriptive representation, and search for agreement. This indicator refers to the involvement of affected groups whose issues are raised in the movement and how the movement bridges differences.

The research results show that Kamisan Jogja has been proven to have implemented all three with young people as core organizers. Self-organization and descriptive representation can be seen from the opportunities provided to affected groups. However, the involvement of affected groups has not yet reached the point of fully organizing themselves. Even though they are physically present and have representation, the main organizing is still carried out by young people. Search for agreement can be achieved well because the differences that arise are successfully bridged without any conflict.

Cooperation in this movement has produced three things mentioned by Weldon, namely common material interest in the form of the spirit or issue of human rights being fought for; shared identities as students, humans, and feelings of vulnerability; and political opportunities in the form of making this movement a platform that accommodates grassroots political unrest. The political opportunities that are created are not in the form of consensus with any state or government.
