ANALISIS KELAYAKAN INVESTASI PEMBANGUNAN RUMAH SAKIT BERTARAF INTERNASIONAL DI KAWASAN EKONOMI KHUSUS (KEK)

Beberapa alasan orang Indonesia lebih memilih melakukan pengobatan ke negara lain adalah karena pengobatan di negara lain dianggap kepastian untuk sembuh yang lebih tinggi serta peralatan medis dan teknologi yang lebih canggih. Dimana selama tahun 2022 hampir 2 juta orang Indonesia yang melakukan pengobatan ke negara lain, hal ini menyebabkan Indonesia kehilangan devisa hingga Rp165 triliun per tahun.

Pemerintah melihat peluang bahwa Indonesia juga memiliki potensi besar untuk mengembangkan wisata medis sebagai terobosan pariwisata di Indonesia yaitu dengan pembangunan Rumah Sakit bertaraf Internasional di salah satu Kawasan Ekonomi Khusus (KEK) yaitu Sanur, Bali yang dapat menjadi pilihan investasi terutama dalam Foreign Direct Investment.

Initial investment (nilai investasi) yang dibutuhkan untuk Pembangunan RS bertaraf Internasional di KEK Sanur, Bali adalah sebesar  Rp1.441 miliar  (satu triliun empat ratus empat puluh satu miliar Rupiah), sehingga dilakukan uji kelakayan investasi sebagai pertimbangan pengambilan keputusan bagi pihak pengembang swasta (investor). Selain itu juga dilakukan  analisis  sensitivitas untuk melihat sejauh mana proyek ini dinilai layak dengan Volume Kunjungan Pasien, kenaikan Harga Pokok Penjualan (HPP), Biaya Penjualan Umum & Adminisrasi (BPUA) serta kenaikan Suku Bunga Pinjaman Bank. Hasil analisis menyimpulkan bahwa proyek ini dinilai layak dengan nilai PP, NPV dan IRR memenuhi kriteria kelayakan, dimana Harga Pokok Penjualan (HPP) dan Biaya Penjualan Umum & Adminisrasi (BPUA) yang paling sensitif dalam penilaian kelayakan proyek ini.

Some of the reasons Indonesians prefer to go to other countries is because treatment in other countries is considered a higher certainty for recovery as well as more sophisticated medical equipment and technology. Where during 2022 nearly 2 million Indonesians seek treatment to other countries, this causes Indonesia to lose foreign exchange of up to IDR 165 trillion per year.

The government sees an opportunity that Indonesia also has great potential to develop medical tourism as a breakthrough in tourism in Indonesia, namely with the construction of an International standard Hospital in one of the Special Economic Zones (SEZ), namely Sanur, Bali which can be an investment option, especially in Foreign Direct Investment.

The initial investment needed for the construction of an international standard hospital in the Sanur SEZ, Bali is IDR1,441.09 billion (one trillion four hundred forty-one point zero nine billion Rupiah), so that an investment behavior test is carried out as a decision-making consideration for private developers (investors). In addition, a sensitivity analysis was also carried out to see the extent to which this project was considered feasible with the volume of patient visits, the increase in Cost of Goods Sold (COGS), General & Administrative Costs (G&A Expenses), and the increase in Bank Loan Interest Rates. The results of the analysis concluded that this project is considered feasible with PP, NPV and IRR values meeting the feasibility criteria, where the COGS and G&A Expenses variables are the most sensitive in assessing the feasibility of this project.
