Kesiapan Implementasi Rekam Medis Elektronik Berdasarkan Metode Doctor's Office Quality-Information Technology (DOQ-IT) di RSU Islam Harapan Anda Kota Tegal

Latar belakang: Berdasarkan observasi, RSU Islam Harapan ingin menerapkan rekam medis elektronik karena banyaknya permasalahan yang timbul dari penerapan rekam medis elektronik berbasis kertas. Saat ini RSU Islam Harapan Anda telah mulai menerapkan RME. Akan tetapi, dalam proses implementasi RME, beberapa kali terjadi permasalahan seperti ketidaksiapan sistem informasi, kurangnya komputer di beberapa bangsal pelayanan, dan ketidaksediaan petugas menghadapi penerapan teknologi informasi. Tujuan: Untuk menganalisis tingkat kesiapan penerapan RME menggunakan 4 aspek antara lain sumber daya manusia, budaya kerja organisasi, tata kelola kepemimpinan dan infrastruktur. Serta mengidentifikasi kesiapan penerapan rekam medis elektronik secara komprehensif di RSU Islam Harapan Anda. Metode: Jenis penelitian ini adalah penelitian deskriptif kuantitatif dengan pendekatan cross sectional. Sampel pada penelitian meliputi pengguna rekam medis elektronik yaitu petugas rekam medis, petugas pendaftaran, dokter, bidan, perawat, farmasi, dan petugaslaboratorium. Teknik pengumpulan data dengan survei dan observasi. Hasil: Kesiapan implementasi rekam medis elektronik berdasarkan komponen Sumber Daya Manusia (SDM) mendapatkan skor 4.17 dengan kategori sangat siap. Berdasarkan komponen budaya kerja organisasi mendapatkan skor 4.30 dengan kategori sangat siap. Komponen tata kelola kepemimpinan mendapatkan skor tertinggi sebesar 4.42. Komponen infrastruktur mendapatkan skor terendah yaitu 4.09 dengan kategori sangat siap. Kesimpulan: Secara keseluruhan kesiapan penerapan rekam medis elektronik di RSU Islam Harapan Anda mempunyai skor sebesar 114,81 yang menunjukkan bahwa rumah sakit tersebut berada pada kategori I yang berarti sangat siap menerapkan rekam medis elektronik. Background: Based on observations, RSU Islam Harapan wants to implement electronic medical records because of the many problems that arise from implementing paper-based EMR. Currently RSU Islam Harapan Anda has started implementing EMR. However, in the process of implementing EMR, several problems occurred such as unpreparedness of the information system, lack of computers in several service wards, and the unwillingness of officers to face the application of information technology. Objective: To analyze the level of readiness to implement EMR using 4 aspects including human resources, organizational work culture, leadership governance and infrastructure. As well as identifying readiness to implement comprehensive electronic medical records at RSU Islam Harapan Anda. Methods: This type of research is quantitative descriptive research with a cross sectional approach. The sample in the study included users of electronic medical records, namely medical record officers, registration officers, doctors, midwives, nurses, pharmacists and laboratory officers. Data collection techniques using surveys and observations. Results: Readiness to implement electronic medical records based on the Human Resources (HR) component received a score of 4.17 in the very ready category. Based on the work culture component, the organization received a score of 4.30 in the very ready category. The leadership governance component received the highest score of 4.42. The infrastructure component received the lowest score, namely 4.09 in the very ready category. Conclusion: Overall readiness to implement electronic medical records at RSU Islam Harapan Anda has a score of 114.81 which shows that the hospital is in category I, which means it is very ready to implement electronic medical records. Keywords: DOQ-IT, EMR, Readiness.
