Analisis Percepatan Pelaksanaan Pekerjaan Pada Proyek Jalan Tol Cinere - Jagorawi Seksi 3B (STA 9+314 - STA 11+500)

Pembangunan Jalan Tol Ruas Krukut – Cinere merupakan bagian dari Pembangunan Jalan Tol Cinere – Jagorawi Seksi 3B dimana Ruas Tol Cinere – Jagorawi ini adalah salah satu jalan tol dari Jalan Tol JORR II. Diharapkan nantinya apabila ruas ini telah selesai dikerjakan maka Jalan Tol JORR II dapat berfungsi sepenuhnya. Secara keseluruhan progres penyelesaian pekerjaan di lapangan masih menunjukkan pencapaian target rencana yang belum tercapai. Hal ini terlihat pada minggu ke-96 (25 Maret 2023 – 31 Maret 2023) dimana rencana 100 %  dan realisasi hanya 92.858 %. Adanya keterlambatan dalam penyelesaian pekerjaan tersebut berdampak secara langsung terhadap waktu dan biaya pelaksanaan. Salah satu alternatif yang bisa dilakukan untuk mengatasi keterlambatan proyek adalah dengan melakukan percepatan. 

Dalam penelitian ini akan direncanakan analisis percepatan durasi penyelesaian proyek menggunakan metode crashing dengan alternatif percepatan penambahan jam kerja lembur selama 3 jam dan penambahan tenaga kerja. Metode ini digunakan untuk melakukan percepatan dengan memperkirakan biaya yang dibutuhkan untuk mereduksi waktu pekerjaan pada lintasan kritis.

Hasil setelah dilakukan percepatan menunjukan bahwa percepatan dengan alternatif penambahan tenaga kerja menghasilkan durasi total yang sama dengan alternatif penambahan jam kerja lembur yaitu 146 hari atau 13.10% lebih cepat dari durasi normal yaitu 168 hari dengan rencana anggaran biaya sebesar Rp 591,672,210,720.66. Total biaya proyek untuk alternatif penambahan jam kerja lembur adalah sebesar Rp 588,607,708,499.43 dan total biaya proyek untuk alternatif penambahan tenaga kerja sebesar Rp 588,203,738,733.80. Dari kedua alternatif percepatan tersebut didapatkan alternatif yang paling optimum yaitu dengan alternatif penambahan tenaga kerja karena total anggaran biaya proyek lebih murah jika dibandingkan dengan total anggaran biaya percepatan proyek dengan alternatif penambahan jam kerja lembur.

The construction of the Krukut - Cinere Toll Road is part of the Cinere - Jagorawi Toll Road Section 3B construction where the Cinere - Jagorawi Toll Road is one of the toll roads of the JORR II Toll Road. It is hoped that when this section has been completed, the JORR II Toll Road will be fully functional. Overall, the progress of completing work in the field still shows that the planned targets have not been achieved. This can be seen in the 96th week (25 March 2023 – 31 March 2023) where the plan was 100% and the realization was only 92,858%. Any delay in completing the work has a direct impact on the time and cost of implementation. One alternative that can be done to overcome project delays is to accelerate.

In this research, an analysis of the acceleration of the duration of project completion using the crashing method will be planned with the alternative of accelerating the addition of 3 hours of overtime work and additional workforce. This method is used to accelerate by estimating the costs required to reduce work time on the critical path.

The results after acceleration showed that acceleration with the alternative of adding labor produced the same total duration as the alternative of adding overtime working hours, namely 146 days or 13.10?ster than the normal duration, namely 168 days with a planned budget of IDR 591,672,210,720.66. The total project cost for the alternative of adding overtime working hours is IDR 588,607,708,499.43 and the total project cost for the alternative of adding labor is IDR 588,203,738,733.80. From the two acceleration alternatives, the most optimal alternative was obtained, namely the alternative of adding labor because the total project cost budget was cheaper when compared to the total project acceleration cost budget with the alternative of adding overtime working hours.
