Evaluasi Program Beasiswa Afirmasi Pendidikan Tinggi Khusus (ADik) Orang Asli Papua (OAP) di Provinsi Papua

This study examines the affirmation scholarship program for higher education aimed specifically at Orang Asli Papua (OAP) in Papua Province. This program is an affirmative policy of the Ministry of Education and Culture, aiming to provide access to higher education to people in 3T areas, including Papua Province. Dinas Pendidikan, Perpustakaan, dan Aset Daerah (DPPAD) Provinsi Papua has been administering this affirmation scholarship program in Papua since 2012. However, comprehensive information on the program's implementation and outcomes is limited. Thus, this study aims to evaluate the implementation of the ADik program and find factors that influence the success of the Affirmation Scholarship for Higher Education for Orang Asli Papua.
This research uses policy evaluation theory which analyzes two things, namely, factors that influence program implementation and program effectiveness. The research method used is qualitative by analyzing primary and secondary data. The data collection technique is done through literature study and field study. The results showed that the affirmation scholarship program for higher education aimed specifically at Orang Asli Papua (OAP) in Papua Province has not been implemented effectively. The evaluation process found several obstacles that prevented the implementation of the program from going as expected. Findings in the field showed that information about the scholarship program was not evenly distributed, especially in rural or isolated areas. The recruitment system for prospective scholarship recipients also faced challenges, and the lack of mentors to monitor the group of scholarship recipients was an issue that needed to be addressed.
Based on the results of the study, the researcher recommends improvements in the recruitment system for scholarship recipients, increased access to information, and more active involvement of mentors in assisting and guiding beneficiary groups. These steps are expected to improve the ADik program and achieve more effective program goals.
