Pandemi Covid-19 yang melanda bangsa Indonesia memunculkan banyak permasalahan yang sangat komplek salah sataunya adalah pada sektor pertanian terutama beras sebagai makanan pokok. Ketersediaan beras pada masa Pandemi Covid -19 sangat diperlukan dalam memenuhi kebutuhan masyarakat guna mendukung ketahanan pangan. Penelitian ini bertujuan untuk mengkaji dan menganalisis peran Pemerintah Kelurahan dalam mendukung ketahanan pangan beras pada masa Pandemi Covid-19 tahun 2021 di Kelurahan Sukapura Kecamatan Kiaracondong Kota Bandung.

Metode penelitian yang peneliti gunakan adalah bersifat deskriptif dengan pendekatan kualitatif, teknik pengumpulan data melalui observasi, wawancara, dokumentasi dan studi Pustaka, sedangkan teknik analisis data meliputi: Data Collection, Kondensasi Data, Penyajian Data dan Penarikan Kesimpulan/Verifikasi.

Peran Pemerintah Kelurahan dalam mendukung ketahanan pangan beras pada masa Pandemi Covid-19 tahun 2021, peneliti menggunakan teori dari Rasyid yakni peran sebagai regulator, fasilitator dan dinamisator. Dari hasil penelitian kondisi ketahanan pangan beras di Kelurahan Sukapura Kecamatan Kiaracondong Kota Bandung pada masa Pandemi Covid-19 tahun 2021 mengalami penurunan yakni ketersediaan pasokan beras terbatas, hal tersebut diakibatkan oleh beberapa kebijakan dari pemerintah untuk melaksanakan penyesuaian dengan kondisi yang terjadi yaitu: pembatasan jarak, banyaknya masyarakat yang di PHK/WFH, penurunan daya beli serta kebijakan PPKM (Pemberlakuan Pembatasan Kegiatan Masyarakat). Sedangkan kebutuhan pangan beras penduduk di Kelurahan Sukapura dengan jumlah penduduk 24.732 jiwa adalah 2.807 Ton per tahun. Adapun peran pemerintah dalam mendukung ketahanan pangan beras sudah berjalan efektif dan Optimal, Pemerintah Kelurahan tanggap terhadap situasi dan kondisi yang terjadi, hal tersebut dapat dilihat dari upaya dan strategi Pemerintah Kelurahan dalam mendukung ketahanan pangan beras sebanyak 2.800 ton per tahun yang disalurkan melalui program Bazaar Murah, Pasar Kaget, Panen Beras Daerah dan ATM Beras.

 

The Covid-19 pandemic that hit the Indonesian nation has given rise to many very complex problems, one of which is in the agricultural sector, especially on rice as a staple food. The availability of rice during the Covid-19 pandemic is very necessary to meet community needs to support food security. This research aims to examine and analyze the role of the Subdistrict Government in supporting rice food security during the 2021 Covid-19 Pandemic in Sukapura Subdistrict, Kiaracondong District, Bandung City.

The research method that researchers use was a descriptive one with a qualitative approach, data collection techniques through observation, interviews, documentation and literature study, while data analysis techniques include: data collection, data condensation, data presentation and drawing conclusions/verification.

To descripe the role of the Subdistrict Government in supporting rice food security during the Covid-19 Pandemic in 2021, researchers used Rasyid's theory, namely the role as regulator, facilitator and dynamisator. From the results of research, the condition of rice food security in Sukapura Village, Kiaracondong District, Bandung City during the 2021 Covid-19 Pandemic experienced a decline, namely the availability of rice supplies was limited, this was caused by several policies from the government to carry out adjustments to the conditions that occurred, namely: distance restrictions, the large number of people who have been laid off/WFH, decreased purchasing power and the PPKM policy (Implementation of Restrictions on Community Activities). Meanwhile, the rice food needs of residents in Sukapura Village with a population of 24,732 people is 2,807 tons per year. The government's role in supporting rice food security has been effective and optimal, the Subdistrict Government is responsive to the situation and conditions that occur, this can be seen from the Subdistrict Government's efforts and strategies in supporting rice food security of 2,800 tons per year which are distributed through the Cheap Bazaar program, Surprise Market, Regional Rice Harvest and Rice ATM.
