KOMUNIKASI PEMBANGUNAN USAHA MIKRO KECIL DAN MENENGAH MENUJU EKOSISTEM DIGITAL BERKELANJUTAN (Perspektif Autopoiesis Komunikasi Pembangunan Ekosistem Digital di Daerah Istimewa Yogyakarta)

Penelitian ini berupaya untuk mengeksplorasi pengembangan UMKM menuju ekosistem digital berkelanjutan di DIY dengan mengidentifikasi secara mendalam mengenai tiga poin utama yaitu (a) Pemrosesan informasi mengenai digitalisasi UMKM; (b) Evolusi pengembangan UMKM dilihat dari dimensi temporal; dan (c) Diferensiasi sistem dalam merespons komplesitas lingkungan. 

Penelitian kualitatif digunakan untuk menyelesaikan persoalan pada studi kasus di Daerah istimewa Yogyakarta (DIY), Indonesia. Studi kasus terdiri dari (a) pengembangan UMKM di level Provinsi DIY dan (b) di level Kabupaten Bantul dan Sleman. Penggalian data dilakukan dengan multiple source information meliputi wawancara, FGD, dokumentasi, dan observasi. Keabsahan data dibuktikan dengan triangulasi dengan mengroscek antar sumber data dan metode.

Hasil menunjukkan bahwa digitalisasi UMKM baik di level provinsi maupun di level kabupaten berkembang sesuai dengan karakteristiknya masing-masing. Bangunan ekosisem digital UMKM di DIY ditunjukkan dengan ragam bentuk diferensiasi yang mencakup pengembangan platform digital, layanan yang mempermudah orang, dan intervensi teknologi. Artinya ekosistem digital UMKM identik dengan teknologi sehingga diperlukan pijakan untuk menuju ekosistem digital berkelanjutan dan komunikasi sebagai komponen utamanya. 

Penelitian ini berkontribusi dalam mengembangkan perspektif sistem sosial melalui pendekatan sistem autopoiesis paka donteks komunikasi pembangunan. selain itu, secara praktis bisa menjadi acuan dalam memahami kompleksitas sistem UMKM dan menjadi dasar pertimbangan bagi pengambilan kebijakan dalam perencanaan strategis komunikasi pembangunan UMKM berbasis digital berkelanjutan. 

The research aims to explore the development of MSMEs towards a sustainable digital ecosystem in DIY by in-depth identification of three main points, namely (a) Information processing regarding the digitalization of MSMEs; (b) The evolution of MSME development is seen from the temporal dimension; and (c) Differentiation in response to environmental complexity during the development of digital-based MSMEs.

Qualitative research solves problems in case studies in the Special Region of Yogyakarta (DIY), Indonesia. The case studies include (a) MSME development at the DIY Province level and (b) at the Sleman and Bantul Regencies. Data collection was carried out using multiple sources of information, including interviews, FGDs, documentation, and observations. The validity of the data is proven by data triangulation by cross-checking data sources and methods.

The findings show that the regency and provincial levels of MSMEs' digitalization are evolving following their unique characteristics. The development of the MSME digital ecosystem of DIY is illustrated through various types of differentiation, such as creating digital platforms, creating services that make life easier for consumers, and technology interventions.  This means that the MSME digital ecosystem is an identic of technology, so policies are required to create a sustainable digital ecosystem, with communication as its primary component.

This research contributes to developing a social system perspective through an autopoiesis system approach in the context of development communication. In addition, it can be used as a reference in understanding the complexity of the MSME system and become a basis for consideration for policymakers in strategic planning for sustainable digital-based MSME development communications.
