TEKANAN PENDUDUK MASYARAKAT SEKITAR HUTAN RAKYAT TERHADAP LAHAN (Studi Kasus di Desa Beji, Kecamatan Ngawen, Kabupaten Gunung Kidul)

Tekanan penduduk terhadap lahan sekitamya merupakan permasalahan yang dilatarbelakangi oleh adanya ketidakseimbangan antara pertumbuhan penduduk dengan lahan yang tersedia. Masyarakat desa umumnya menyiasati hal tersebut dengan jalan membangun Hutan Rakyat, baik dengan maupun tanpa bantuan pemerintah setempat. Berdasarkan hal tersebut dilakukan penelitian tentang pengaruh tekanan penduduk terhadap lahan kehutanan di Desa Beji, Kecamatan Ngawen, Kabupaten Gunung Kidul yang sebagian wilayahnya merupakan lahan hutan milik rakyat atau milik adat. Tujuan utama dari penelitian ini adalah mengetahui besamya nilai tekanan penduduk yang melibatkan lahan kehutanan yaitu melalui program Hutan Rakyat maupun lahan milik penduduk, sekaligus mencari upaya - upaya dalam menekan laju tekanan penduduk tersebut. Metode pengambilan data dilakukan secara acak (random) dengan IS 5 % dari jumlah total Kepala Keluarga (KK) yang terdapat di desa Beji dengan sistem wawancara langsung kepada responden menggunakan kuisioner. Pengambilan dan pengolahan data tersebut diusahakan akan memberikan informasi tentang : (1) Produktivitas Lahan, (2) Luas lahan minimal untuk hidup layak, (3) Persentase pendapatan dari sektor non pertanian, ( 4) Persentase jumlah petani. Hasil akhir dari pengolahan data tersebut adalah nilai Tekanan Penduduk (TP). Hipotesis yang diajukan adalah jika nilai TP < 1 maka tekanan penduduk belum melampaui daya dukung lahan, jika nilai TP = 1 maka tekanan penduduk sama dengan daya dukung lahan, j ika nilai TP > 1 maka tekanan penduduk sudah melampaui daya dukung lahan. Dari basil pengolahan diperoleh untuk dusun Tegalrejo memiliki nilai TP dengan HR adalah sebesar 0,68 dan nilai TP tanpa HR adalah sebesar 1,75. Dusun Bendo memiliki nilai TP dengan HR adalah sebesar 0,92 dan nilai TP tanpa HR adalah sebesar 2,62. Dusun Duren memiliki nilai TP dengan HR adalah sebesar 0,24 dan nilai TP tanpa HR adalah sebesar 0,4. Dusun Sidorejo memiliki nilai TP dengan HR adalah sebesar 0, 13 dan nilai TP tanpa HR adalah sebesar 0,28; nilai TP rata - rata dari desa Beji yaitu sebesar 0,49 untuk dengan HR dan sebesar 1,27 untuk dengan HR. Dari data tersebut dapat disimpulkan bahwa daya dukung lahan di desa Beji rata - rata masih mampu untuk mendukung aktivitas pertanian penduduk desa Beji.

Population pressure toward land around them was a problem occurred by an unbalance among people growth and available land as the background. By and large the village community ward off the problem by building a People Forest, with or without auxiliary from the government. Based on those subject a research about the effect of people pressure has been resembled at Beji Village, Ngawen Subdistrict, Gunung Kidul Regency which is few of their land belong as a people forest or a custom forest. Main purpose of this research is to know the value of people pressure which is involve forest land through the People - owned Forest (PF) program as well as land belongs to the citizens, all at once finding efforts in compress the people pressure rate. Data withdrawal method run in random method with 5 % sampling Intensity from the total quantity of the Family Leader located in Beji village by direct interview system to the respondent using questioner. Data withdrawal and processing hopefully will extend information about: (1) Land Productivity, (2) Minimum Land Vast for a suitable living, (3) Percentage of Non Agriculture outcome, (4) Percentage of fanner quantity. Final result from the data processing is a value of People Pressure (TP). Hypothesis submitted are if the value of TP < 1 then the People Pressure hasn't exceed the land support capability, if the value of TP = 1 then the People Pressure equal to the land support capability, if the value of TP > l then the People Pressure has exceed the land support capability. Obtained from the processing result was the TP value of Tegalrejo orchard posses a TP value with PF is 0,68 and TP value without PF is 1,75. Bendo orchard posses a TP value with PF is 0,92 and TP value without PF is 2,62. Duren orchard posses a TP value with PF is 0,24 and TP value without PF is 0,4. Sidorejo orchard posses a TP value with PF is 0, 13 and TP value without PF is 0,28; average TP value of Beji Village are : TP value with PF is 0,49 and TP value without PF is 1,27. From those data we may have a conclusion that the land support capability of Beji village actually still capable to support the agriculture activity of the Beji village people.
