Pengaruh Regulasi terhadap Inovasi dan Perkembangan Industri Farmasi di Indonesia

Industri farmasi dalam melakukan aktivitasnya diikat oleh beberapa regulasi dengan tujuan agar produk dari industri farmasi aman dan efisien bagi konsumen sehingga mencapai mutu yang telah ditetapkan. Penelitian ini ditujukan untuk memberikan gambaran umum tentang regulasi nasional maupun internasional, pengaruh regulasi tersebut dalam aktivitas industri farmasi, serta inovasi dan perkembangan yang telah dilakukan oleh industri farmasi dalam menyikapi regulasi tersebut. 

Penelitian ini dilakukan dengan metode narrative review, yang merupakan review dari sejumlah jurnal dan artikel ilmiah dengan penelusuran artikel dan jurnal menggunakan kata kunci “regulasi” , “FDA (Food and Drug Administration)” , “perkembangan”, “inovasi”, “WHO (World Health Organization)”, dan “EMA (European Medicines Agency)”. Penelusuran regulasi, jurnal dan artikel dilakukan pada SJDIH (Sistem Jaringan Data dan Informasi Hukum), e-CFR (electronic-Code of Federal Regulations), situs EMA, situs WHO, database Scopus, google scholar, dan PubMed. Regulasi, jurnal dan artikel yang dipilih kemudian diseleksi menggunakan kriteria inklusi (regulasi yang sedang berlaku saat ini dengan topik yang berkaitan dengan industri farmasi, serta jurnal dan artikel ilmiah yang diterbitkan pada tahun 2010-2021 dengan topik pengaruh regulasi dalam industri farmasi) dan kriteria eksklusi (jurnal yang berupa review article) kemudian dilakukan pengumpulan data yang kemudian dianalisis dan disajikan dalam bentuk narrative review. 

Hasil dari penelitian ini adalah regulasi berpengaruh terhadap perkembangan industri farmasi yang mendorong mereka untuk terus berkembang dan berinovasi, serta dibutuhkan adanya kerjasama antara industri farmasi, pemerintah, dan para peneliti untuk mengembangkan industri farmasi.  

The pharmaceutical industry in carrying out its activities is bound by several regulations that aim to ensure that products from the pharmaceutical industry are safe and efficient for consumers so as to achieve the specified quality. This research is intended to provide an overview of national and international regulations, the influence of these regulations on the activities of the pharmaceutical industry, as well as the innovations and developments that have been made by the pharmaceutical industry in responding to these regulations. 

This research was conducted using the narrative review method, which is a review of a number of journals and scientific articles by searching for articles and journals using the keywords “pharmaceutical industry”, “regulation”, “FDA (Food & Drug Administration)”, “development”, “innovation”, “WHO (World Health Organization)”, and "EMA (European Medicine Agency)". The search for regulations, journals and articles was carried out on SJDIH (Legal Data and Information Network System), e-CFR (electronic-Code of Federal Regulations), EMA website, WHO website, Scopus database, google scholar, and PubMed. The selected regulations, journals and articles were then selected using inclusion criteria (currently applicable regulations with topics related to the pharmaceutical industry, as well as scientific journals and articles published in 2010-2021 on the topic of regulatory influence in the pharmaceutical industry) and exclusion criteria (journals in the form of review articles), which is then analyzed and presented in the form of a narrative review. 

The result of this research is that regulation affects the development of the pharmaceutical industry which encourages them to continue to develop and innovate, and the need for cooperation between the pharmaceutical industry, government, and researchers to develop the pharmaceutical industry.
