Implementasi Aplikasi Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) pada Biro Umum Kementerian Ketenagakerjaan Republik Indonesia

Proyek akhir ini membahas tentang penerapan aplikasi SRIKANDI di Biro Umum Kementerian Ketenagakerjaan dan bagaimana analisis kebijakan publik mengenai penerapan SRIKANDI disana dengan mengacu pada teori implementasi kebijakan publik milik Merilee S. Grindle. Proyek akhir ini bertujuan untuk menginvestigasi bagaimana penerimaan Kementerian Ketenagakerjaan terhadap kedatangan SRIKANDI sebagai aplikasi baru, selain itu juga untuk menguraikan bagaimana teknis dari awal penciptaan arsip, registrasi, distribusi, & penggunaan dengan menggunakan aplikasi SRIKANDI. Sebagai bentuk penguatan pembahasan penulis juga mencoba untuk menjabarkan kondisi internal organisasi dalam implementasi kebijakan mengenai SRIKANDI di Biro Umum Kementerian Ketenagakerjaan yang dilihat dalam dua lokus yaitu isi kebijakan dan lingkungan implementasi. Proyek akhir ini berjenis penelitian kualitatif dengan pendekatan studi kasus. Sedangkan dalam pengumpulan data proyek akhir ini menggunakan tiga teknik yaitu observasi partisipatif, wawancara, dan studi pustaka. 

Penelitian ini menghasilkan bahwa penerapan aplikasi SRIKANDI secara prodesur sudah dapat melakukan tahapan pengelolaan arsip mulai dari tahap penciptaan, distribusi, penggunaan dan pemeliharaan, namun belum dapat melakukan penyusutan yaitu pemusnahan atau penyerahan menjadi arsip permanen karena aplikasi ini masih dalam tahap perkembangan. Namun demikian aplikasi ini sudah stabil dan secara masif diterapkan oleh seluruh bagian di internal organisasi. Selain itu kondisi internal organisasi juga mendukung adanya penerapan aplikasi SRIKANDI. Hal tersebut dibuktikan dengan hasil analisis penulis terhadap bentuk implementasi kebijakan mengenai SRIKANDI yang menunjukan secara positif isi kebijakan diterapkan dengan baik yang meliputi kepentingan yang dipengaruhi, manfaat, derajat perubahan, letak pengambilan keputusan, pelaksanaan program, sumber daya yang dilibatkan dan lingkungan implementasi mendukung adanya penerapan aplikasi SRIKANDI. 

This final project discusses the implementation of the SRIKANDI application in the General Bureau of the Ministry of Manpower and how to analyze public policy regarding the application of SRIKANDI there by referring to Merilee S. Grindle's theory of public policy implementation. This final project aims to investigate how the Ministry of Manpower accepts the arrival of SRIKANDI as a new application, apart from that, it also describes the technical aspects from the beginning of record creation, registration, distribution, & use using the SRIKANDI application. As a form of strengthening the discussion, the author also tries to describe the internal conditions of the organization in implementing the policy regarding SRIKANDI in the General Bureau of the Ministry of Manpower which is seen in two loci, namely policy content and implementation environment. This final project is a qualitative research type with a case study approach. Meanwhile, in collecting data for this final project, three techniques were used, consist of participant observation, interviews, and literature studies.

This research shows that the procedural application of the SRIKANDI application can carry out the stages of records management starting from the creation, distribution, use and maintenance stages, but cannot yet carry out disposition, namely destruction or handing over to permanent archives because this application is still in the development stage. However, this application is stable and is being massively implemented by all parts of the internal organization. Apart from that, the internal conditions of the organization also support the implementation of the SRIKANDI application. This is proven by the results of the author's analysis of the form of policy implementation regarding SRIKANDI which shows positively that the content of the policy is implemented well which includes the interests affected, benefits, degree of change, location of decision making, program implementation, resources involved, and the implementation environment supports implementation.
