Neraca Kontribusi Pemerintah, Swasta, dan Masyarakat pada Pengembangan Desa Wisata Bugisan

Kehadiran desa wisata di berbagai daerah beberapa tahun terakhir mengalami peningkatan, salah satu bentuknya adalah Desa Wisata Bugisan. Pengembangan Desa Bugisan menjadi desa wisata didukung oleh tiga pihak, yaitu pemerintah, sektor swasta, dan masyarakat. Partisipasi beberapa pihak dalam proses ini menjadi tantangan tersendiri untuk menyeimbangkan kontribusi dari masing-masing pihak. Pihak tertentu berpotensi memberikan kontribusi tidak sesuai porsinya sehingga berpengaruh terhadap proses pengembangan desa wisata. Oleh karena itu, penelitian ini bertujuan untuk memberikan gambaran neraca kontribusi pemerintah, swasta, dan masyarakat dalam pengembangan Desa Wisata Bugisan serta dampak yang ditimbulkan dari neraca kontribusi tersebut. Penelitian ini menggunakan aspek kontribusi aktor meliputi pemerintah, sektor swasta, dan masyarakat untuk mengembangkan desa wisata. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Proses pengumpulan data dilakukan dengan teknik observasi, dokumentasi, dan wawancara mendalam kepada para informan. Informan dalam penelitian ini adalah kepala desa, pengurus BUMDes, pengurus pokdarwis, dan perwakilan masyarakat yang ditentukan menggunakan metode purposive sampling dan snowball sampling. Data penelitian yang terkumpul dianalisis menggunakan model interaktif dari Miles dan Huberman serta keabsahannya diuji melalui triangulasi sumber dan teknik. Hasil dari proses tersebut menunjukkan bahwa pemerintah berkontribusi dalam bentuk regulasi dan fasilitas fisik. Di sisi lain, terdapat sektor swasta yang memberikan bantuan dana. Sementara itu, masyarakat berkontribusi dalam bentuk pemikiran, tenaga, materiel, dan keahlian. Sikap setiap pihak yang berkontribusi sesuai dengan kapasitasnya tersebut menunjukkan bahwa neraca kontribusi berjalan seimbang. Namun, keseimbangan tersebut tidak selalu berdampak positif pada aspek kehidupan masyarakat setempat.

The presence of tourism villages in various regions has increased in recent years, one of examples is Bugisan Tourism Village. The village's tourism development is supported by three parties: the government, the private sector, and the community. The participation of several parties in this process is a challenge in itself to balance the contributions of each party. Certain parties have the potential to contribute out of proportion, affecting the process of developing a tourist village. Therefore, this study aims to provide an overview of the balance of contributions from the government, the private sector, and the community in the development of Bugisan Tourism Village and the impact of the balance of contributions. This research uses aspects of the contribution of actors including the government, the private sector, and the community to develop tourism villages. The method used in this research is descriptive qualitative. The data collection process was through observation, documentation, and in-depth interviews with informants. The informants in this study were the head of the village, BUMDes management, pokdarwis management, and community representatives who were decided using purposive sampling and snowball sampling methods. The collected research data was analyzed using the interactive model of Miles and Huberman and its validity was tested through sources and techniques triangulation. The results of the process show that the government contributes in the form of regulations and physical facilities. On the other hand, there is the private sector that provides financial assistance. Meanwhile, the community contributes in the form of ideas, physical labor, materials, and skills. The attitude of each party contributing according to their capacity shows that the balance of contributions is balanced. However, this balance does not always have a positive impact on the local community's aspect of life.
