Pertanian merupakan salah satu sektor penting dalam perekonomian Indonesia. Sektor pertanian sendiri masih mengalami dinamika yang tidak stabil dalam kontribusinya terhadap (Produk Domestik Bruto) PDB Indonesia. Pulau Jawa sebagai penyumbang (Produk Domestik Bruto) PDB Pertanian Nasional terbesar kedua tentu memiliki peran penting dalam hal tersebut. Adanya permasalahan pertanian di Pulau Jawa berupa kontribusi dan nilai tambah produksi pertanian yang cenderung turun dibeberapa provinsi yang ada perlu menjadi perhatian khusus.
Tujuan penelitian ini untuk mengidentifikasi sub sektor pertanian yang menjadi basis dan non basis, mengidentifikasi peran sektor pertanian masing-masing provinsi terhadap sektor pertanian regional Pulau Jawa, mengidentifikasi peran sub sektor pertanian terhadap sektor pertanian masing-masing provinsi, serta memberikan rekomendasi arahan kebijakan atas analisis hubungan antara sub sektor pertanian basis dengan tren perannya dalam rentang tahun 2011-2021. Penelitian ini menggunakan metode deskriptif kuantitatif dan kualitatif. Data sekunder yang digunakan yaitu BPS Provinsi Banten, Daerah Istimewa Yogyakarta, Jawa Barat, Jawa Tengah, Jawa Timur dan Indonesia.
Hasil penelitian menunjukkan secara umum peran pertanian Provinsi Jawa Barat dan Banten mengalami tren kontribusi positif sedangkan Provinsi Jawa Tengah, D.I. Yogyakarta dan Jawa Timur cenderung mengalami tren negatif. Hasil share sectoral menunjukkan bahwa sub sektor tanaman pangan mengalami penurunan tren kontribusi yang paling besar di tiap provinsi, sedangkan sub sektor perikanan, peternakan, tanaman hortikultura serta kehutanan dan penebangan kayu menjadi sub sektor dengan kenaikan tren terbesar pada beberapa provinsi. Sektor basis dan non basis pertanian di tiap provinsi tidak mengalami perubahan dalam rentang tahun 2011-2021. Kebijakan pengembangan sektor pertanian perlu memperhatikan sektor basis di provinsi masing-masing, tujuannya agar setiap provinsi dapat memanfaatkan potensinya secara maksimal yang tentunya perlu diikuti dengan implementasi dari konsep pembangunan berkelanjutan.
Agriculture holds a pivotal role within the Indonesian economy, although it grapples with unstable dynamics in its contribution to the nation's Gross Domestic Product (GDP). Java Island, as the second-largest contributor to the National Agricultural Gross Domestic Product (GDP), plays a vital part in this economic landscape. Consequently, addressing agricultural issues in Java, particularly the declining contributions and added value of agricultural production in certain provinces, demands focused attention.
The purpose of this study is to identify agricultural sub-sectors that are base and non-base, identify the role of each province's agricultural sector to the Java Island regional agricultural sector, identify the role of the agricultural sub-sector to the agricultural sector of each province, and provide recommendations for policy direction on the analysis of the relationship between the base agricultural sub-sector and its role trends in the 2011-2021 period. This research uses quantitative and qualitative descriptive methods. Secondary data used are BPS Banten Province, Special Region of Yogyakarta, West Java, Central Java, East Java and Indonesia.
The research findings underscore a prevailing trend: West Java and Banten provinces exhibit positive regional contribution trends in the agricultural sector, while Central Java, D.I. Yogyakarta, and East Java grapple with negative trends. Delving into specific sub-sectors, the food crops sub-sector consistently registers the most significant decline in contribution across all provinces. Conversely, the fisheries, livestock, horticultural crops, and forestry and logging sub-sectors witness substantial upward trends in multiple Java Island provinces. Significantly, the agricultural base and non-base sectors remain relatively stable throughout the 2011-2021 period. Effectively addressing these trends necessitates agricultural sector development policies that prioritize the base sectors within each province. This strategic approach aims to harness each province's full potential, underpinned by a steadfast commitment to implementing sustainable development principles.
