EVALUASI PENGELOLAAN ARSIP DINAMIS INAKTIF DENGAN MODEL CIPP (CONTEXT, INPUT, PROCESS DAN PRODUCT) STUDI PADA RECORDS CENTER SEKOLAH VOKASI UNIVERSITAS GADJAH MADA

Proyek akhir ini membahas mengenai pengelolaan arsip dinamis inaktif di Sekolah Vokasi Universitas Gadjah Mada. Pengelolaan arsip dinamis inaktif yang belum maksimal menjadi permasalahan yang menarik untuk diteliti dan dievaluasi. Penulisan Proyek Akhir ini bertujuan untuk mengetahui dan menjelaskan sistem pengelolaan arsip dinamis inaktif, evaluasi CIPP, dan faktor pendukung serta penghambat sistem pengelolaan arsip dinamis inaktif. 

Metode yang digunakan dalam penelitian ini adalah kualitatif. Teknik pengumpulan data yang dilakukan melalui tiga teknik, observasi partisipatif, wawancara, studi pustaka. Data yang telah terkumpul kemudian diolah menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan. 

Sistem pengelolaan arsip dinamis inaktif meliputi tahap perencanaan, penggerakkan, serta pengontrolan. Hasil evaluasi menunjukkan bahwa terdapat permasalahan dalam keempat elemen yaitu context (belum adanya kebijakan), input (kurangnya SDM), process (belum adanya program pengelolaan arsip dinamis inaktif), product (penemuan kembali arsip yang masih sulit). Terdapat beberapa faktor penghambat pengelolaan arsip dinamis inaktif yang dilakukan oleh Sekolah Vokasi. Diantaranya, belum adanya aturan terkait dengan pengelolaan arsip dinamis inaktif, kurangnya SDM, dan belum dilakukan pengawasan kearsipan. Adapun faktor pendukung diantaranya adalah tersedianya sarana serta terjalinnya kerjasama antara Program Studi dan Universitas.

This final project discusses the management of inactive records at Vocational College Universitas Gadjah Mada. Inactive records management that has not been optimal is an interesting problem to be researched and evaluated. The writing of this Final Project aims to find out and explain the inactive records management system, CIPP evaluation, and the supporting and inhibiting factors of the inactive records management system.

The method used in this research is a qualitative. Data collection techniques were carried out using three techniques, participatory observation, interview and literature study. The data that has been collected is then processed using data reduction techniques, data presentation, and conclusion drawing.

The inactive records management system comprises planning, execution, and control phases. The evaluation results indicate that there are issues in all four elements: context (lack of policy), input (insufficient human resources), process (absence of an inactive records management program), product (records retrieval that is still difficult). Several factors hinder the management of inactive records by the Vocational College. These include the absence of regulations related to the management of inactive records, a shortage of human resources, and a lack of records management oversight. On the other hand, supporting factors include the availability of facilities and cooperation between the Study Programs and the University.
