Examining SEAMEO's Role In Fascilitating the Implementation of the ASEAN Economic Community and ASEAN Socio-Cultural Community

 Tesis ini akan mengkaji Organisasi Menteri Pendidikan Asia Tenggara (SEAMEO) dalam perannya untuk memenuhi tujuan Masyarakat Ekonomi ASEAN (ASEAN Economic Community, atau AEC) dan Masyarakat Sosial Budaya ASEAN (ASEAN Socio-Cultural Community, atau ASCC), serta menghubungkan kedua komunitas tersebut. Lebih spesifiknya, tesis ini terutama akan mengkaji sub organisasi SEAMEO yaitu SEAMEO-RIHED, yang berfokus pada strategi dan program yang berkaitan dengan pendidikan tinggi yang dapat membantu integrasi dan harmonisasi regional. Makalah ini pertama-tama menjelaskan MEA dan ASCC serta mencatat kelemahan mereka, termasuk kelemahan MEA saat ini dalam memobilisasi tenaga kerja terampil dan ketidakmampuan ASCC untuk membentuk komunitas yang dibayangkan karena kurangnya titik temu atau bentrokan kepentingan. Dengan demikian, peneliti percaya bahwa pendidikan tinggi merupakan alat penting untuk mencapai harmonisasi regional, karena meningkatnya prioritas negara yang ingin menginternasionalisasikan Institusi Pendidikan Tinggi (Higher Education Institutions, atau HEIs) mereka dan memberikan kesempatan kepada siswa untuk belajar di luar negeri, karena keuntungan yang dirasakan dalam memperkuat infrastruktur negara dan meningkatkan kualitas sumber daya manusia. Melalui makalah ini, peneliti mengkaji dua organisasi SEAMEO-RIHED, khususnya program Asian International Mobility for Students (AIMS), yang membantu memfasilitasi mobilitas mahasiswa di Asia Tenggara dan negara-negara anggota lainnya yang tergabung dalam program ini, serta ASEAN Qualification Reference Framework (AQRF), yang merupakan alat referensi yang akan membantu mengurangi jumlah birokrasi yang dibutuhkan mahasiswa dan pekerja terampil untuk bekerja di negara-negara anggota ASEAN lainnya. Program-program ini akan dibandingkan dengan tujuan ASCC dan AEC, apakah program-program tersebut dapat memenuhi tujuan yang telah ditetapkan dalam cetak biru tersebut, dan apakah program-program tersebut telah cukup efektif dari badan-badan pemerintah negara anggota yang berkomitmen terhadap program-program tersebut.

This paper will examine the Southeast Asian Ministers of Education Organization (SEAMEO) in their role of fulfilling the ASEAN Economic Community (AEC) and the ASEAN Socio-Cultural Community’s (ASCC) goals, as well as linking the two communities together. Specifically, this thesis will primarily examine SEAMEO’s sub organization SEAMEO-RIHED, which focuses on strategies and programs related to higher education that can help with regional integration and harmonization. This paper first describes the AEC and ASCC and notes of their weaknesses, including the AEC’s current weaknesses in mobilizing skilled labor and the ASCC’s inability to form an imagined community due to lack of intersection or clash of interests. Thus, the researcher believes that higher education is an essential tool to reach regional harmonization, due to the increasing priority of states wanting to internationalize their Higher Education Institutions (HEI’s) and provide opportunities for students to study abroad, because of the perceived advantages of strengthening the state’s infrastructure and improving the quality of human capital. Through this paper, the researcher examines two of SEAMEO-RIHED’s organizations, notably the Asian International Mobility for Students (AIMS) program, which helps facilitate student mobility within Southeast Asia and other affiliated member states of the program, and the ASEAN Qualification Reference Framework (AQRF) which is a reference tool that will help reduce the amount of bureaucracy needed for students and skilled workers to work within other ASEAN member states. These programs will be compared to the goals of the ASCC and AEC, whether or not they are able to fulfill the goals established in these blueprints, and whether these programs have been effective enough from the member-states’ governmental bodies committing to these programs.
