Tujuan dari penelitian tesis ini adalah untuk menjernihkan pemahaman yang berkaitan dengan fungsi oposisi apa saya yang seyogyanya dijalankan partai dalam konteks sistem politik Indonesia Secara lebih spesiftk, studi ini terutama sekali untuk mengetahui sekaligus mengidentifikasi pelaksanaan fungsi oposisi yang di jalankan Partai Demokrasi Indonesia Perjuangan (PDI-P). Studi ini diharapkan mengbasilkan infonnasi bagi upaya penelitian selanjutnya tentang partai oposisi yang akan meiengkapi dan memperdalam pemahaman yang lebih komprehensif tentang fungsi oposisi yang sehat, konstruktif dan demokratis: Penelitian mengenai partai oposisi di Indonesia masih terbilang baru dan hampir belum pemah di lakukan. Hal ini di sebabkan partai oposisi sendiri belum pemah secara riii ada dalam kepartaian di Indonesia Kehadiran PDI-P yang menempatkan diri sebagai partai oposisi merupakan fenomena yang menarik untuk di teliti, terutama menyangkut pelaksanaan fungsi-fungsi oposisi yang akan di jalankan PDI-P, yaitu fungsi pengawasan, fungsi evaluasi dan fungsi menawarkan alternati( Seianjutnya dalam studi ini fungsi oposisi PDI-P terhadap kebijakan pemerintah akan di fokuskan dalam tiga kasus, yaitu kenaikan harga bahan bakar minyak (BBM), impor beras, dan penandatangan Memorandum of Understanding (MoU) antara Pemerintah Republik Indonesia dan Gerakan Aceh Merdeka (GAM). Penelitian tesis ini merupakan riset deskriptif dengan menggunakan metode kualitati( Dalam studi ini, penulis menggunakan riset kepustakaan dan wawancara sebagai alat utama untuk memperoleh data-data yang relevan sebagai bahan anaiisis. Wawancara langsung di lakukan terhadap pengurus DPP PDI-P dan Fraksi PDI-P DPR RI sebagai pelaksana oposisi PDI-P. Selanjutnya untuk menopang data primer diperlukan data yang bersumber dari literatur, media massa, jumal, dokumen pemyataan sikap DPP PDI-P dan Fraksi PDI-P DPR RI, serta dokumen lain yang merniliki reievansi dengan penelitian. Setelah di lakukan penelitian secara seksama tentang pelaksanaan fungsi oposisi PDI-P, akhirnya penulis menyimpulkan bahwa fungsi pengawasan dan fungsi evaluasi lebih dorninan dalam pelaksanaan fungsi-fungsi oposisi yang di jalankan PDI-P. Sementara fungsi oposisi menawarkan solusi alternatif belum optimal. Penulis juga menyimpulkan bahwa dalam melaksanakan fungsi oposisi PDI-P menemui beberapa problema yaitu, tradisi oposisi dalam sistem presidensial Indonesia, pemahaman pengurus PDI-P mengenai oposisi, sosialisasi oposisi PDI-P pada publik, dan menawarkan alternatif kebijakan. Dengan demikian penelitian tesis ini ini merekomendasikan bahwa di perlukan bangunan konsep partai oposisi yang dapat melaksanakan fungsi oposisi secara ideal dalam sistem presidensial multi partai di Indonesia

The aim of this thesis is to give comprehensive understanding related with the function of party on political system in Indonesia Specifically, this study is to know and identify the application of the opposition function done by Partai Demokrasi Indonesia Perjuangan (PDI-P). Hopefully, this study can give the current information for the further research about the opposition function of the party which will equip and deepen comprehensive understanding for the fair, constructive, and democratic opposition function of the party in Indonesia. The study of the opposition function of the party in Indonesia is new. It is rarely done by the researchers. The caused, the opposition function .ofthe party in Indonesia is never done on the political system in Indonesia It is a new phenomenon of the political system in Indonesia It is shown by PDIP. PDIP places itself as the opposition party in Indonesia. That's why th researcher is interested in conducting to this research, especially the application of the opposition function done by PDI-P, as follows : the function of control, the function of evaluation and the function of offering alternative solution. The focus of the thesis is the opposition function done by PDI-P related with the government policies,namely :the increasing of petroleum price, the import of rice and the signature of MoU between the Government of Indonesia - the Freedom of Aceh Movement (GAM"). This thesis is a descriptive study which uses qualitative methods. In this study, researches uses the study ofliteratures and interview as a tool for collecting the data Then the relevant data is analyzed. The researcher get interview to the member'sboard of PDI-P and the faction in a parliament of PDI-P DPR RI which is applied the opposition function of PDI-P. Furthermore to support the primer data the researcher collects the secondary data such as literatures, mass media, journal, the document of statement from DPP PDI-P and the faction in a parliament of PDI-P DPR RI, and other documents which is related which the research. . _ The result of the study is the function of control and the function of evaluation done by PDl-P more dominant than the function of offering alternative solution. The researcher concludes that the application of the opposition function of PDIP faces some problems, such as the tradition opposition function on presidential system in Indonesia, the low understanding of opposition for the member's board of PDIP, the socialization for the public, and the competencies for offering alternative solution. Tne thesis recommended that it is required to build the concept of the opposition function which applied ideally on the presidential system with multi parties in Indonesia.
