EVALUASI KINERJA PROGRAM QUICK WINS SMART CITY TAHUN 2018 KABUPATEN KULON PROGO

The implementation of the Smart City concept in Kabupaten Kulon Progo, which was initiated in 2018, is a strategic step to overcome numerous problems currently being faced. The Smart City development process begins with implementing Quick Wins programs, which are a series of initiatives designed to provide an immediate impact in the short term. These programs include simple but strategic improvements in solving problems in Kabupaten Kulon Progo. This manuscript discusses the extent to which the implementation of the Quick Wins program in Kabupaten Kulon Progo is able to overcome existing problems and is also related to the sustainability of the program implementation.
This research evaluates the performance of the 2018 Quick Wins Smart City program in Kabupaten Kulon Progo using six policy evaluation criteria, including effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Furthermore, this research also evaluates the sustainability of the 2018 Quick Wins Smart City program in Kabupaten Kulon Progo through three indicators: benefits, participation, and resources. The research was conducted in descriptive qualitative method using primary and secondary data sources.
The Quick Wins program implemented in the Kulon Progo's Smart City in 2018 was IzinKU, BumilKU, and BelabeliKU programs. Based on the results of this research, the three Quick Wins Smart City programs show varying performance and sustainability. IzinKU, a program that aims to make online permission easier, has been replaced with an OSS application from the central government. The performance of the OSS application indicates good results but still needs to be improved to serve all business actors in Kabupaten Kulon Progo to have business permits. The OSS application has been running well and even continuously. Furthermore, the BumilKU program is a program that focuses on reducing the death rate for pregnant women and children. Based on policy evaluation criteria, the BumilKU program has performed well. However, it is still insufficient to eliminate maternal and child mortality in Kabupaten Kulon Progo, which is affected by external conditions. The BumilKU program has been running well and has a high level of sustainability. Finally, the BelabeliKU program is divided into two categories: BelabeliKU as a movement and BelabeliKU as an application. The implementation of the BelabeliKU movement is running and continuing well, although it still lacks responsiveness. Meanwhile, the BelabeliKU application is no longer sustainable and needs better performance. This context shows that Smart City innovation can be related to something other than technology. However, it is about how innovation responds to society's needs intelligently.
