Politik Legitimasi: Kasus Program Bantuan Sosial Terdampak Covid-19 di Kota Yogyakarta Tahun 2020-2022

Legitimasi political oversight yang dipraktekkan oleh DPRD Kota Yogyakarta hadir secara ganda dengan pengaruh budaya Jawa yang mendapatkan keabsahan begitu saja. Penelitian ini bertujuan mengetahui mengapa dominasi Pemkot Yogyakarta diterima sebagai sesuatu yang legitimate oleh DPRD Kota Yogyakarta terhadap masyarakat terdampak terdampak pandemi Covid-19 di Kota Yogyakarta tahun 2020-2022 dan mendeskripsikan telaah model political oversight oversight. Metode yang digunakan adalah kualitatif deskriptif dengan teknik shadowing diperkuat dengan wawancara dan observasi, yang akan berusaha menemukan fakta dan realitas di lapangan. Hasil penelitian menunjukkan terbentuk model baru yaitu oversight ganda yang mengkonstruksikan dalam kekuasaan menurut budaya jawa dijalankan oleh DPRD dari kriteria police patrol dan fire alarm oversight, hal tersebut didukung dengan pengakuan masyarakat cukup solid dilatarbelakangi keadaan masyarakat yang memprihatinkan. Hal ini dapat dilihat dari kurangnya keterlibatan DPRD dalam menentukan dan pembuatan keputusan percepatan penanganan pandemi Covid-19, dan kekuasaan dalam membuat keputusan didominasi oleh eksekutif dalam hal ini Walikota Yogyakarta yang dipengaruhi motif kekuasaan menurut budaya Jawa. Keadaan darurat pandemi Covid-19 mewabah hingga ke Kota Yogyakarta pada tahun 2020 hingga tahun 2022, Pemkot Yogyakarta melakukan refocusing anggaran untuk penanganan pandemi, termasuk program penyaluran bansos kepada masyarakat terdampak dan semua keputusan harus diambil dalam waktu yang cepat membuat kualitas pengawasan politik yang dilakukan oleh DPRD tidak dapat diakui sebagai sesuatu yang legitimate oleh Pemkot Yogyakarta dan hanya dianggap legitimate oleh masyarakat, karena masyarakat terdominasi oleh DPRD dan Pemkot Yogyakarta yang mempunyai kekuasaan. 

The legitimacy of political oversight practiced by the Yogyakarta City DPRD is double-present with the influence of Javanese culture that gets its legitimacy just like that. This research aims to find out why the dominance of the Yogyakarta City Government is accepted as something legitimate by the Yogyakarta City DPRD for the people affected by the Covid-19 pandemic in Yogyakarta City in 2020-2022 and describes the analysis of the political oversight model. The method used is qualitatively descriptive with shadowing techniques reinforced by interviews and observations, which will seek to find facts and reality in the field. The results of the research show that a new model is formed, namely double oversight that constructs power according to Javanese culture, is carried out by the DPRD from the criteria of police patrol and fire alarm oversight, this is supported by public recognition that it is quite solid in the background of the state of concern. This can be seen from the lack of DPRD involvement in determining and making decisions to accelerate the handling of the Covid-19 pandemic, and the power in making decisions is dominated by executives in this case the Mayor of Yogyakarta who is influenced by power motives according to Javanese culture. The Covid-19 pandemic emergency spread to the city of Yogyakarta in 2020 to 2022, the Yogyakarta City Government refocusing the budget for handling the pandemic, including the social assistance distribution program to the affected communities and all decisions must be taken in a fast time so that the quality of political supervision carried out by the DPRD cannot be recognized as something legitimate by the Yogyakarta City Government and is only considered legitimate by the community, because the community is dominated by the DPRD and the Yogyakarta City Government that has power.
