Inovasi Kebijakan Pembangunan Infrastruktur Desa Hutan Dalam Kawasan Konservasi untuk Suaka Margasatwa Bukit Rimbang Bukit Baling

Upaya pembangunan infrastruktur di kawasan Suaka Margasatwa Bukit Rimbang Bukit Baling (SM BRBB) selalu menemui jalan buntu. Pembangunan infrastruktur baru dapat diwujudkan oleh Pemerintah Kabupaten Kampar periode kepemimpinan 2017-2022. Keberhasilan untuk mendorong inovasi pembangunan infrastruktur cukup menarik untuk diteliti. Hal ini dikarenakan secara regulasi, inovasi tersebut hampir tidak mungkin terlaksana.

Oleh karena itu, tesis ini bertujuan mengidentifikasi dan mendiskripsikan proses formulasi kebijakan pembangunan infrastruktur desa hutan di SM BRBB dapat diwujudkan. Selain itu, tesis ini juga menganalisis faktor-faktor pendukung dan penghambat inovasi pembangunan infrastruktur desa hutan di SM BRBB. Metode penelitian yang digunakan pada tesis ini adalah kualitatif studi kasus dengan teknik pengumpulan data observasi, wawancara mendalam, dan studi dokumen.

Dari hasil penelitian yang dilakukan, tesis ini menyimpulkan bahwa latar belakang inovasi pembangunan infrastruktur desa hutan di kawasan SM BRBB tidak terlepas dari semangat pemerataan pembangunan yang berkeadilan bagi seluruh masyarakat Kabupaten Kampar. Hal tersebut penting untuk memastikan agar masyarakat di kawasan SM BRBB dapat terbebas dari keterisolasian akses dan diharapkan dapat meningkatkan kesejahteraan dan taraf hidup masyarakat setempat. Sementara itu, proses formulasi inovasi kebijakan pembangunan infrastruktur desa hutan dari yang di kawasan SM BRBB seringkali menemui jalan buntu. Namun, inovasi tersebut pada akhirnya dapat diwujudkan oleh Pemerintah Kabupaten Kampar periode kepemimpinan 2017-2022. Keberhasilan tersebut tidak terlepas dari beberapa langkah penting, yaitu fleksibilitas pemerintah daerah, kuatnya komitmen kepala daerah, kuatnya komunikasi informal dengan berbagai pihak, serta kuatnya kolaborasi antara pemerintah, ninik mamak, dan alim ulama.

Efforts to develop infrastructure in the Bukit Rimbang Bukit Baling Wildlife Reserve (SM BRBB) area always reach a deadlock. The development of new infrastructure can be realized by the Kampar Regency Government for the 2017-2022 leadership period. The success of encouraging innovation in infrastructure development is quite interesting to research. This is because according to regulations, this innovation is almost impossible to implement.

Therefore, this thesis aims to identify and describe the process by which policies for forest village infrastructure development in SM BRBB can be realized. Apart from that, this thesis also analyzes the supporting and inhibiting factors for innovation in forest village infrastructure development in SM BRBB. The research method used in this thesis is a qualitative case study using observation data collection techniques, in-depth interviews and document study.

From the results of the research conducted, this thesis concludes that the background for innovation in forest village infrastructure development in the SM BRBB area cannot be separated from the spirit of equitable development that is fair for all the people of Kampar Regency. This is important to ensure that the community in the SM BRBB area can be free from isolated access and is expected to improve the welfare and standard of living of the local community. Meanwhile, the process of formulating policy innovations for forest village infrastructure development in the SM BRBB area often reaches a dead end. However, this innovation was ultimately realized by the Kampar Regency Government for the 2017-2022 leadership period. This success cannot be separated from several important steps, namely the flexibility of regional government, the strong commitment of regional heads, the strength of informal communication with various parties, and the strength of collaboration between the government, ninik mamak, and religious scholars.
