POLITIK PENENTUAN LOKASI IBUKOTA PROVINSI PAPUA TENGAH

Sebelum Undang-undang Nomor 15 Tahun 2022 tentang Pembentukan Provinsi Papua Tengah (PPT) disahkan pemerintah pusat, terjadi polemik antar elit lokal Papua terkait lokasi ibu kota Papua Tengah. Terdapat dua wilayah yang berpotensi untuk menjadi ibu kota yaitu Kabupaten Mimika dan Kabupaten Nabire. Polemik penentuan lokasi ibukota PPT membelah elit lokal dalam dua kelompok : yaitu  blok elit Mimika dan blok elit Nabire. Dalam penentuan lokasi ibukota terjadi polemik antara elit lokal di kedua blok. Polemik antar kedua blok elit menjadikan penentuan lokasi ibukota PPT sangat bergantung proses politik, dibanding proses administrasi formal. 

Penelitian ini melihat politik penentuan lokasi ibukota dalam dua segi yakni kolaborasi antara elit lokal dan kontestasi antar elit lokal. Studi ini berargumen bahwa penentuan lokasi ibukota PPT sangat tergantung pada dinamika politik yang terbentuk antara elit lokal. Politik penentuan lokasi ibukota dibatasi pada periode pembentukan konsorsium Meepago untuk memekarkan PPT, hingga menjelang disahkannya PPT sebagai provinsi definitif. Dalam melakukan analisis, studi ini menggunakan pendekatan elit untuk menjelaskan kolaborasi dan kontestasi antara elit lokal  dan bagaimana elit lokal melakukan konsolidasi politik untuk menopang kepentingannya dibalik penentuan lokasi ibukota PPT. Terdapat tiga kepentingan elit lokal dalam penentuan lokasi ibukota, diantaranya kepentingan suku atau identitas lokal, kepentingan ekonomi dan kepentingan politik. Sedangkan konsolidasi elit lokal dilakukan melalui dua metode. Pertama, dengan mengkonsolidasikan dukungan dari daerah-daerah kabupaten/kota, dan Kedua, berusaha untuk melobby pemerintah pusat agar mendukung lokasi ibukota PPT tertentu. 

Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data menggunakan wawancara mendalam, pengamatan, dan studi literatur dan media. Berdasarkan temuannya, penelitian ini berkesimpulan bahwa penentuan lokasi ibukota adalah sebuah proses politik yang melibatkan elit lokal. Dalam konteks ini penentuan lokasi ibu kota PPT sangat bergantung pada tarik ulur politik antar elit lokal. Dengan dinamika tersebut maka penentuan lokasi ibu kota juga memperlihatkan dinamisnya relasi dan interaksi antar elit lokal. Selain itu juga menunjukkan bahwa ruang atau lokasi ibukota adalah aspek yang sangat politis. 

Law Number 15 of 2022 concerning the Establishment of the Central Papua Province which has been decided by the government is experiencing political tug-of-war regarding the determination of the location of the capital city of Central Papua. There are two regions that have the potential to become capital cities, namely Mimika Regency and Nabire Regency. These conditions were then used by elite regional heads to find a platform for each other to fight for power in the capital city of Central Papua. Therefore, the focus of this research is to explain how the contestation and collaboration between elites in determining the capital city of Central Papua, what interests surround the local elites to carry out contestation and collaboration with each other. The use of elite theory is intended to describe how elites are mapped in the political arena, as well as explain how elites exercise their political interests. This study uses qualitative research that seeks to examine the depth of a phenomenon in determining the capital city of Central Papua. Based on the results in the field, it shows that the tug-of-war in determining the location of the capital city of Central Papua is influenced by the interests of local elites as regional heads. Embedded interests are: local identity interests, economic interests and political interests. In addition, the determination of the location of the capital city also shows how the interests of local elites are dynamic and fluid depending on the time period of their use. Long before the division regulations were formed, local elites collaborated with each other through the formation of the "Seven Meepago Regents" consortium with the aim of creating regional divisions in the Land of Papua. However, after the determination of the division of Central Papua was formed, local elites contested with each other which was photographed from the tension between the two political blocs: the Mimika Block and the Nabire Block in seizing the location of the capital city of Central Papua.
