Studi ini menganalisis implikasi kebijakan sertifikasi tanah terhadap proses proletarisasi di Samosir. Penelitian ini terlebih dahulu menganalisis pelaksanaan sertifikasi tanah dan perubahan pengelolaan tanah, yang selanjutnya menganalisis peralihan kepemilikan tanah pasca diberlakukannya kebijakan sertifikasi tanah sehingga dapat menjelaskan proses proletarisasi. Studi ini berkontribusi terhadap perdebatan kebijakan sertifikasi tanah yang sekedar mendaftarkan kepemilikan suatu tanah tanpa mempertimbangkan ketimpangan penguasaan tanah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif jenis studi kasus. Peneliti live in atau tinggal di rumah masyarakat selama satu bulan. Hasil penelitian menunjukkan bahwa kebijakan sertifikasi tanah mendorong proses proletarisasi. Para petani yang semula adalah pemilik tanah cukupan dan memilik lahan garapan kini menjadi tunakisma. Proses ini ditandai dengan berpindahnya sertifikat tanah para petani cukupan, penggarap dan buruh tani ke petani tanah luas. Petani yang pada awalnya memiliki sarana produksi berubah menjadi petani yang bergantung dari kerja upahan di sektor pertanian maupun di luar sektor pertanian

This study analyzes the implications of land titling policies on the proletarianization process in Samosir. This research first analyzes the implementation of land titling and changes in land management, then analyzes the transfer of land ownership after the implementation of the land titling policy so that it can explain the process of proletarianization. This study contributes to the debate on land titling policies which simply register ownership of land without considering land tenure inequality. The method used in this research is a qualitative case study type method. Researchers live in and live in people's homes for one month. The research results show that the land titling policy encourages the proletarianization process. Farmers who previously owned sufficient land and owned land for cultivation have now become homeless. This process is marked by the transfer of land titling from moderate farmers, cultivators and agricultural laborers to large land farmers. Farmers who initially had the means of production turned into farmers who depended on wage work in the agricultural sector and outside the agricultural sector
