Corporate Food Regime Dalam Tata Niaga Tembakau: Implikasi Konsentrasi Kekuasaan Pada Korporat Terhadap Penentuan Harga Beli Tembakau

Tata niaga tembakau merupakan sektor vital dalam pasar tembakau, khususnya pada ranah penentuan harga beli tembakau. Kajian ini berangkat dari temuan kekuatan korporasi dalam membentuk pasar dan tata niaga tembakau di Kecamatan Parakan dan Kecamatan Bansari. Kerentanan petani tembakau terus tereksploitasi oleh aktor lainnya dalam tata niaga. Oleh karena itu, penelitian ini berfokus untuk mengkaji sistem tata niaga tembakau yang konsentrasi kekuatannya berpusat pada korporasi. Kemudian melakukan pengamatan pada implikasinya terhadap penentuan harga beli tembakau. Kajian ini menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi terhadap realitas penentuan harga beli tembakau. Hasil penelitian ini yang menggunakan konsep CFR, industri tembakau terkonfirmasi sudah memasuki rezim pangan ketiga yang ditandai dengan kehadiran korporat menguasai sistem. Perusahaan tembakau dan tengkulak berafiliasi sebagai korporasi mendominasi dan mengendalikan penentuan harga beli tembakau dengan membentuk tata niaga tembakau melalui regulasi mekanisme transaksi, standar kualitas daun, dan mekanisme penentuan harga beli tembakau. Terkonsentrasinya kekuatan pada korporasi didukung kondisi pasar yang berstruktur oligopolistik yang membuat semakin lemahnya posisi petani untuk mengintervensi penentuan harga tembakau.

Tobacco trading is a vital sector in the tobacco market, especially in the realm of determining the purchase price of tobacco. This study departs from the findings of corporate power in shaping the tobacco market and trading system in Parakan and Bansari Sub-districts. The vulnerability of tobacco farmers continues to be exploited by other actors in the trading system. Therefore, this study focuses on examining the tobacco trading system where the concentration of power is centered on corporations. It then looks at the implications for the determination of tobacco purchase prices. This study uses a qualitative research method with a phenomenological approach to the reality of tobacco purchase price determination. The results of this study, which uses the CFR concept, confirm that the tobacco industry has entered the third food regime it is characterized by the presence of corporate control over the system. Tobacco companies and affiliated middlemen as corporations dominate and control the determination of tobacco purchase prices by shaping the tobacco trade system through regulation of transaction mechanisms, leaf quality standards, and mechanisms for determining tobacco purchase prices. The concentration of power in corporations is supported by oligopolistic market conditions that make farmers' position to intervene in tobacco pricing even weaker.
