Jejaring - Aktor Dalam Kontestasi Ruang: Kasus Reklamasi Kawasan Konservasi Teluk Benoa, Bali

Studi ini mengkaji tentang pembentukan jejaring aktor dalam pengembangan kawasan konservasi yang menjadi ruang kontestasi dengan melibatkan beragam aktor dan kepentingan. Mengambil rentang waktu pada tahun 2014 - 2019 ketika awal Keputusan Presiden (Keppres) terkait izin pengembangan reklamasi di kawasan konservasi Teluk Benoa, Bali muncul hingga tahun 2019 yang menjadi titik akhir sementara terhentinya reklamasi. Persoalan kunci yang dieksplorasi dalam penelitian ini yakni terkait dengan bagaimana pembentukan jejaring aktor melalui negosiasi material yang digunakan dengan membagi klasifikasi aktor menjadi pro dan kontra. Fokus penelitian ini terletak pada upaya untuk menganalisis jejaring dan negosiasi material yang digunakan oleh antar aktor.

Dalam menjelaskan dan memberi perspektif makna terhadap temuan-temuan dalam penelitian, studi ini menggunakan kerangka pendekatan Actor Network Theory yang dikembangkan oleh Callon. Lebih spesifik, menggunakan pengertian momen-momen dalam melihat Actor Network Theory terbentuk. Sementara itu production of space digunakan sebagai konsep pendukung untuk melihat kawasan konservasi Teluk Benoa yang menjadi objek kontestasi ruang antar aktor. Proses kerja dalam penelitian ini mengikuti aturan penelitian kualitatif (qualitative research) dengan menggunakan studi kasus sebagai jenis penelitian dengan diikuti pencarian data lapangan melalui wawancara narasumber terkait. 

Temuan utama dalam penelitian ini menunjukan bahwa aktor-aktor dari pro dan kontra membentuk jejaring melalui narasi material yang mereka gunakan. Isu reklamasi menjadi momen problematisasi di tengah kawasan konservasi yang dijaga oleh masyarakat Bali sebagai aktor penolak reklamasi, kemudian di lain sisi, kebutuhan akan ruang pariwisata menjadi nilai material yang digunakan untuk melakukan reklamasi di kawasan konservasi oleh pemerintah dan pihak swasta. Melalui tahapan problematisasi hingga mobilisasi, menjadikan relasi dari kedua narasi material dari masing-masing aktor pro dan kontra bertemu. Sehingga, pada akhirnya studi mengenai Actor Network Theory dalam tesis ini terwakilkan oleh fenomena reklamasi yang melewati moment dalam melihat pembentukan jejaring aktor. 

This study examines the formation of a network of actors in the development of a conservation area which is a contested space involving various actors and interests in it. Taking the case in the development of reclamation in the Benoa Bay conservation area, Bali from 2014 until 2019. The key issue explored in this study is related to how the formation of actor networks through material negotiations is used by dividing the classification of actors into pro and cons government. The focus of this research lies in efforts to analyze networks, material negotiations used by actors.

In explaining and providing a meaningful perspective on research findings, this study use the Actor Network Theory approach developed by Callon. More specifically, using the notion of moments in seeing Actor Network Theory being formed. Meanwhile production of space is used as a supporting concept to view the Benoa Bay conservation area as a object of spatial contestation between actors. The work process in this study follows the rules of qualitative research by using case studies as a type of research followed by searching for field data through interviews with relevant sources. 

The main findings in this study show that actors from pro and cons form networks through the material narratives they use. The issue of reclamation becomes a problematic moment in the midst of conservation areas guarded by the Balinese as actors who oppose reclamation, then on the other hand, the need for tourism space becomes a material value that is used to carry out reclamation in conservation areas by the government and private parties. Through the stages of problematization to mobilization, the relations of two material narratives from each actors are meet. So, in the end of the study of actor network theory in this theses is represented by the reclamation phenomenon which passes the moment in seeing formation of actor networks.
