KINERJA KOLABORASI DALAM MITIGASI KEBAKARAN HUTAN DAN LAHAN DI PROVINSI SUMATERA SELATAN

Tujuan dari tesis ini adalah untuk mengeksplorasi kinerja kolaborasi dalam mitigasi kebakaran hutan dan lahan di Provinsi Sumatera Selatan. Tesis ini mengunakan pendekatan kualitatif eksploratif dengan bentuk studi kasus pada kebakaran hutan dan lahan di Provinsi Sumatera Selatan. Lokasi penelitian di fokuskan di Sumatera Selatan karena luasan lahan gambut yang ada berpotensi menjadi ancaman kebakaran hutan dan lahan. Data yang digunakan dalam penelitian ini dengan wawancara dan dokumentasi. Penelitian ini menyimpulkan bahwa terdapat tiga poin utama. Pertama, kolaborasi dilatarbelakangi kepemimpinan, dorongan konsekuensial dan saling ketergantungan, serta ketidakpastian. Kedua, kolaborasi memiliki tim struktural khusus untuk kebakaran hutan dan lahan dan telah menghadirkan inovasi applikasi dan sistem. Namun, dari pemetaan yang dilakukan keterlibatan pihak lain seperti LSM belum terlalu terlihat seperti dilibatkan dalam struktural maupun kegiatan. Ketiga, kolaborasi yang terjalin telah berjalan dengan setara sesuai tugas dan fungsi pihak-pihak yang terlibat yang tertuang dalam surat keputusan Gubernur dan struktural satuan tugas. Paradigma dalam penanganan kebakaran hutan dan lahan mulai berubah, mulai dari tahun 2016 hingga tahun 2023 kolaborasi serta mitigasi menjadi suatu yang ditekankan. Kolaborasi yang telah terjalin sudah mulai menunjukkan efek positif, dengan luasan dan asap yang ditimbulkan cukup terkendali sejak tahun 2020 hingga 2022. Tesis ini menyajikan pelajaran bahwa kolaborasi yang terjalin sudah berjalan cukup baik dilihat dari kasus dan efek yang ditimbulkan. Namun, perlu juga diperhatikan kolaborasi yang terjalin dilihat dari sisi lain seperti evaluasi atau efektivitas, mengingat kebakaran hutan dan lahan masih terus terjadi.

The purpose of this thesis is to explore the performance of collaboration in mitigating forest and land fires in South Sumatra Province. This thesis uses an exploratory qualitative approach in the form of a case study on forest and land fires in South Sumatra Province. The research location is focused on South Sumatra because of the large area of peatland that has the potential to become a threat to forest and land fires. The data used in this study were interviews and documentation. This research concludes that there are three main points. First, collaboration is motivated by leadership, consequential impetus and interdependence, and uncertainty. Second, the collaboration has a special structural team for forest and land fires and has presented application and system innovations. However, from the mapping conducted, the involvement of other parties such as NGOs has not been very visible, such as being involved in structures and activities. Third, the collaboration has been running equally according to the duties and functions of the parties involved as stated in the Governor's decree and the structural task force. The paradigm in handling forest and land fires is changing, from 2016 to 2023 collaboration and mitigation are emphasized. The collaboration that has been established has begun to show positive effects, with the area and smoke caused being quite controlled from 2020 to 2022. This thesis presents the lesson that collaboration has worked well in terms of cases and effects. However, it is also necessary to look at the collaboration from other perspectives such as evaluation or effectiveness, considering that forest and land fires still continue to occur.
