EVALUASI VARIABEL DAN METADATA SIMRS RSUD NYI AGENG SERANG BERDASARKAN KMK NO. HK. 01. 07/MENKES/1423/2022

Latar belakang: Kementerian Kesehatan membuat sebuah program Satu Data Kesehatan yang bertujuan untuk mengintegrasikan data kesehatan yang ada didalam RME. RME harus memiliki kemampuan kompatibilitas dan/atau interoperabilitas yang perlu mengacu pada variabel dan metadata yang telah ditetapkan. Oleh karena itu, RME RSUD NAS yang berbentuk SIMRS perlu melakukan penyesuaian berdasarkan KMK No. HK. 01. 07/MENKES/1423/2022 agar dapat melakukan interoperabilitas sehingga data yang ada di dalam RME dapat terintegrasi ke faskes yang lain.

Tujuan: Mengevaluasi kesesuaian variabel dan metadata SIMRS RSUD NAS berdasarkan KMK No. HK. 01. 07/MENKES/1423/2022.

Metode: Penelitian dilaksanakan di RSUD NAS sejak bulan Maret-Juni 2023 dengan metode mixed methode sequential explanatory pendekatan studi kasus. Populasi pada penelitian kuantitatif yaitu SIMRS RSUD NAS sedangkan untuk sampelnya yaitu modul IGD, rajal, ranap, laboratorium, dan apotek dengan instrumen penelitian checklist observasi. Pada penelitian kualitatif, subjeknya adalah kepala IT, RM, petugas laboratorium, radiologi, farmasi, dan vendor. Sedangkan untuk objeknya adalah SIMRS RSUD NAS. Instrumen penelitian berupa pedoman wawancara, recorder, buku catatan, dan alat tulis.

Hasil: Hasil evaluasi variabel dan metadata antara SIMRS RSUD NAS dan KMK No. HK. 01. 07/MENKES/1423/2022 memiliki nilail kesesuaian sebesar 30?ri jumlah keseluruhan 840 variabel dan metadata. Interoperabilitas mendatangkan banyak manfaat walaupun terdapat tantangan keamanan data. Untuk proses penyesuaian, dilakukan oleh vendor dan sudah dimulai pemetaannya. Menurut user, variabel yang belum ada di SIMRS tidak berpengaruh terhadap proses pelayanan. 

Kesimpulan: Dari sisi kesesuaian variabel dan metadata, SIMRS RSUD NAS belum siap untuk melakukan interoperabilitas. Selain itu, penyesuaian yang dilakukan masih sebatas di rawat jalan bagian pendaftaran. Pihak RS dan vendor sebaiknya berkoordinasi dalam menetapkan timeline penyesuaian variabel dan metadata serta saling memberikan update progres implementasi. 

Background: The Ministry of Health created a One Health Data program that aims to integrate health data in RMEs. The RME must have compatibility and/or interoperability capabilities that need to refer to predefined variables and metadata. Therefore, the RME of RSUD NAS in the form of SIMRS needs to be adjusted based on KMK No. HK. 01. 07/MENKES/1423/2022 in order to be able to perform interoperability so that the data in the RME can be integrated to other health facilities.

Objective: To evaluate the suitability of SIMRS variables and metadata of RSUD NAS based on KMK No. HK. 01. 07/MENKES/1423/2022.

Methods: The research was conducted at NAS Hospital from March to June 2023 with a mixed method sequential explanatory case study approach. The population in quantitative research is the SIMRS of NAS Hospital while the samples are the IGD, outpatient, inpatient, laboratory, and pharmacy modules with the observation checklist research instrument. In qualitative research, the subjects were the head of IT, RM, laboratory staff, radiology, pharmacy, and vendors. Meanwhile, the object is SIMRS at NAS Hospital. The research instruments were interview guidelines, recorders, notebooks, and stationery.

Results: The results of the evaluation of variables and metadata between SIMRS RSUD NAS and KMK No. HK. 01. 07/MENKES/1423/2022 have a conformity value of 30% from a total of 840 variables and metadata. Interoperability brings many benefits despite data security challenges. For the customization process, it is done by the vendor and the mapping has been started. According to users, the missing variables in SIMRS do not affect the service process. 

Conclusion: In terms of the suitability of variables and metadata, SIMRS of NAS Hospital is not ready for interoperability. In addition, the adjustments made are still limited to the outpatient registration section. The hospital and vendor should coordinate in setting a timeline for variable and metadata adjustments and provide updates on implementation progress.
