FAKTOR-FAKTOR PENYEBAB DAN PERAN PRINSIP ETIKA DALAM PENCEGAHAN BULLYING: STUDI KASUS DI SEKOLAH MENENGAH PERTAMA DI BANTUL

Perilaku bullying merupakan isu kesehatan masyarakat karena berhubungan erat dengan risiko bahaya ancaman terhadap gangguan kesehatan secara mental dan fisik siswa. Siswa merupakan salah satu kategori populasi rentan yang ada di masyarakat menurut United Nation. Bullying yang menimpa siswa di lingkungan sekolah merupakan salah satu bentuk pelanggaran hak asasi manusia pada anak-anak. Di Indonesia masih minim upaya mitigasi bullying melalui pendekatan Hak Asasi Manusia dan Etika. Penelitian ini menggunakan teknik kualitatif yaitu metode studi kasus. Penelitian berlangsung selama bulan Juni-Juli 2023 di salah satu sekolah menengah pertama di Bantul. Penelitian melibatkan sebanyak 9 tenaga pendidik sebagai subjek dalam penelitian ini.  In-depth interview dilakukan setelah mendapatkan ethical approval dari Komisi Etik Universitas Gadjah Mada. Penelitian ini menemukan bahwa sekolah melakukan pelanggaran etik pada pencegahan dan pengendalian bullying. Pelanggaran etik dalam bentuk tidak adanya perlindungan hak asasi anak-anak dibuktikan dengan keberadaan anak disabilitas dan obesitas yang menjadi korban bullying di sekolah. Lebih lanjut, pelanggaran etika terjadi karena ketiadaan implementasi anti-bullying, kegagalan sistem pengawasan, hilangnya standar operasional prosedur dan hilangnya kolaborasi semua pihak. Penelitian ini menyimpulkan bahwa mitigasi bullying di sekolah memerlukan adanya sebuah pendekatan yang komprehensif, kolaboratif dan berkesinambungan.

Bullying behavior is a public health issue because it is closely related to the risk of threats to students' mental and physical health problems. Students are one of the vulnerable population categories in society according to the United Nation. Bullying that befalls students in the school environment is a form of violation of children's human rights. In Indonesia, there are still minimal efforts to mitigate bullying through a Human Rights and Ethics approach. This research uses qualitative techniques, namely the case study method. The research took place during June-July 2023 at one of the junior high schools in Bantul. The research involved 9 teaching staff as subjects in this research. In-depth interviews were conducted after obtaining ethical approval from the Gadjah Mada University Ethics Commission. This research found that schools committed ethical violations in preventing and controlling bullying. Ethical violations in the form of lacking children's human rights protections are proven by the existence of children with disabilities and obesity who are victims of bullying at school. Furthermore, ethical violations occur due to the lacking anti-bullying implementations, failure in monitoring systems, missed standard operating procedures and the absence of collaboration. This research concludes that mitigating bullying in schools requires a comprehensive, collaborative and sustainable approach.
