Analisis Good Governance Pada Program Mandatory Biodiesel

Tesis ini menganalisis implementasi program mandatory biodiesel di Indonesia dengan menggunakan sudut pandang prinsip good governance. Riset ini dibatasi hanya pada permasalahan subsidi biodiesel dan biodiesel campuran B30. Penelitian dilakukan dengan metode kualitatif, dengan data primer adalah hasil wawancara mendalam dengan beberapa narasumber. Selanjutnya dilakukan analisis terhadap hasil wawancara yang diperkaya dengan kajian literatur berdasar pada enam dimensi indikator implementasi good governance. Hasil dari penelitian menunjukkan bahwa pada dimensi partisipasi publik dan akuntabilitas, efektivitas pemerintah, kualitas regulasi, aturan hukum, dan kontrol terhadap korupsi implementasinya belum bagus. Untuk elemen stabilitas politik dan ketiadaan kekerasan dan terorisme implementasi pada program mandatory biodiesel sudah bagus. Selain itu faktor yang mempengaruhi implementasi prinsip good governance pada program mandatory biodiesel adalah akuntabilitas dan transparansi, efektifitas pemerintah, dan pencegahan terhadap resiko korupsi. 

This thesis is aimed to analyze the implementation of the mandatory biodiesel program in Indonesia using the point of view of the principles of good governance. This research is limited to the issue of biodiesel subsidies and B30 blended biodiesel. The study was conducted using qualitative methods, with primary data derived from in-depth interviews with several informants. Then an analysis of the results of the interviews was carried out which was enriched by a literature review. The analysis based on the six dimensions of good governance implementation indicators. The results of the study show that the dimensions of public participation and accountability, government effectiveness, quality of regulations, the rule of law, and control of corruption are not yet good. Moreover, elements of political stability and the absence of violence and terrorism, the implementation of the mandatory biodiesel program is good. In addition, the factors that influence the implementation of the principles of good governance in the mandatory biodiesel program are accountability and transparency, government effectiveness, and prevention of corruption risks.
