PENILAIAN SERVICE QUALITY PADA TENDER JASA DI PT PERTAMINA HULU ROKAN (WK ROKAN) MENGGUNAKAN INDSERV DAN IMPORTANCE-PERFORMANCE ANALYSIS

Keberhasilan pelaksanaan tender kompetitif dalam mendapatkan penyedia barang/jasa yang tepat secara aspek teknis dan komersial tidak terlepas dari kualitas pelaksanaan dari tender tersebut. PT Pertamina Hulu Rokan (PHR) WK Rokan merupakan Kontraktor Kontrak Kerja Sama (KKKS) yang ditunjuk pemerintah untuk mengelola blok Rokan, Sumatera. Sebagai KKKS dengan skema gross split, PHR perlu mengedepankan efisiensi dan efektivitas produksi minyak bumi, salah satunya dengan mengoptimalkan pengeluaran dalam memenuhi kebutuhan barang dan jasa yang dapat dicapai melalui keberhasilan tender kompetitif yang diselenggarakan.

Penelitian ini bertujuan untuk menganalisis dalam upaya untuk  meningkatkan kualitas pelaksanaan tender kompetitif di PHR WK Rokan. Metode yang digunakan adalah Importance-Performance Analysis dengan basis dimensi INDSERV. Metode Importance-Performance Analysis digunakan untuk mengidentifikasi skala prioritas dari atribut-atribut kualitas yang dinilai, sementara INDSERV digunakan sebagai basis dimensi untuk mengidentifikasi atribut kualitas yang digunakan. Pengumpulan data dilakuan dengan metode survey (kuesioner) secara purposive sampling dengan penyedia barang/jasa (PBJ) sebagai responden.

Berdasarkan hasil analisis yang dilakukan terhadap 16 atribut kualitas yang telah diidentifikasi, diperoleh 2 atribut yang menjadi prioritas utama (kuadran I) yang harus diperbaiki. Namun berdasarkan analisis gap dan analisis kesesuaian, tingkat kinerja dari seluruh atribut kualitas yang diidentifikasi masih berada di bawah harapan (rata-rata tingkat kesesuaian 95.04?n rata-rata analisis gap 0.22). Hasil uji beda juga menunjukan perbedaan yang signifikan antara tingkat kinerja dengan tingkat kepentingan, khususnya untuk atribut kuadran I dan kuadran II.

The successful implementation of competitive tenders in obtaining the right goods/services providers from a technical and commercial perspective is inseparable from the quality of the tender implementation. PT Pertamina Hulu Rokan (PHR) WK Rokan is a Cooperation Contract Contractor (KKKS) appointed by the government to manage the Rokan block, Sumatra. As a PSC Contractor with a gross split scheme, PHR needs to maintain the efficiency and effectiveness of petroleum production, one of which is by optimizing spending to meet the demand for goods and services which can be achieved through successful tender competition held.

This study aims to analyze efforts to improve the quality of competitive bidding at PHR WK Rokan. The method used is Importance-Performance Analysis on the INDSERV dimension basis. The Importance-Performance Analysis method is used to identify the priority scale of the quality attributes being assessed, while INDSERV is used as a dimensional basis to identify the quality attributes used. Data collection was carried out using a survey method (questionnaire) by purposive sampling with goods/services providers (PBJ) as respondents.

Based on the results of the analysis conducted on the 16 quality attributes that have been identified, 2 attributes are obtained which are the top priority (quadrant I) that must be improved. However, based on gap analysis and suitability analysis, the performance level of all identified quality attributes is still below expectations ((the average conformity level is 95.04% and the average gap analysis is 0.22).. The different test results also show a significant difference between the level of performance and the level of importance, especially for the attributes of quadrant I and quadrant II.
