Pada tahun 2018, pemerintah mengeluarkan kebijakan Peraturan Presiden Republik Indonesia Nomor 95 Tahun 2018 yang menyebutkan semua instansi pemerintah harus menggunakan Sistem Pemerintahan Berbasis Elektronik (SPBE) sebagai bentuk integrasi e-government guna mempermudah proses pelayanan dan menciptakan efisiensi dan efektifitas pada waktu, tenaga, dan biaya. Tujuan penelitian ini adalah menganalisis hubungan kualitas SPBE dan efisiensi pemerintah daerah. Penelitian ini menggunakan  metode kuantitatif  dan data yang diperlukan dalam penelitian ini berupa data sekunder. Hasil pengujian menunjukkan bahwa Hubungan antara kualitas SPBE dengan efisiensi pemerintah daerah pada keseluruhan sampel, pemerintah provinsi, dan pemerintah kabupaten tidak terdapat korelasi signifikan, sehingga penerapan SPBE belum memberikan efisiensi bagi pemerintah daerah. Namun, pemerintah kota memperoleh hasil berbeda yang menyebutkan terdapat korelasi signifikan antara kualitas SPBE dengan efisiensi pemerintah kota sehingga SPBE mampu diterapkan dengan baik dan memberikan dampak pada efisiensi pemerintah daerah.

Analysis of the Correlation between the Quality of Electronic-Based Government Systems and Local Government Efficiency

 Abstract

 

In 2018, the government issued a policy of Presidential Regulation of the Peraturan Presiden Republik Indonesia Nomor 95 Tahun 2018 which states that all government must use an Electronic-Based Government System (SPBE) as a form of e-government integration to facilitate the service process and create efficiency and effectiveness in time, energy, and cost. This research aims to analyze the correlation between SPBE quality and local government efficiency. This study uses quantitative methods and the secondary data were obtained throught the local government website. The result shows that the correlation between SPBE quality and local government efficiency in the overall sample, provincial governments, and district governments does not have a significant correlation, so the implementation of SPBE has not provided efficiency for local governments. However, the city government obtained different results which stated that there was a significant correlation between the quality of SPBE and the efficiency of the city government so that SPBE was able to be implemented properly and had an impact on local government efficiency.
