Pengaruh Pembangunan Kawasan Ekonomi Khusus Arun Lhokseumawe Terhadap Produk Domestik Regional Bruto Kabupaten Aceh Utara Dan Kota Lhokseumawe

Kawasan Ekonomi Khusus (KEK) Arun Lhokseumawe merupakan kebijakan yang diambil oleh Pemerintah Indonesia untuk menghidupkan kembali kawasan industri dan mempercepat pertumbuhan ekonomi dengan memanfaatkan potensi geoekonomi dan geostrategis di Kabupaten Aceh Utara dan Kota Lhokseumawe. KEK Arun Lhokseumawe dikembangkan pada sektor diantaranya energi, petrokimia, agro industri ketahanan pangan, pengolahan kayu dan logitik. Tujuan dari penelitian ini, yaitu untuk menganalisis dampak KEK Arun Lhokseumawe terhadap produk domestik regional bruto (PDRB) Kabupaten Aceh Utara dan Kota Lhokseumawe. Penelitian ini menggunakan data sekunder dengan metode analisis Difference-in-Differences (DiD) untuk membandingkan kondisi sebelum dan setelah adanya KEK antara lokasi yang menjadi pembangunan KEK, yaitu Kabupaten Aceh Utara dan Kota Lhokseumawe dengan yang bukan lokasi, yaitu delapan kabupaten/kota di Provinsi Aceh. Hasil penelitian menunjukkan bahwa terdapat dampak berupa pertumbuhan PDRB yang lebih tinggi sebesar 0.25 persen di Kabupaten Aceh Utara dan Kota Lhokseumawe setelah beroperasinya KEK Arun Lhokseumawe.

The Arun Lhokseumawe Special Economic Zone (SEZ) is a policy adopted by the Government of Indonesia to revive industrial areas and accelerate economic growth by utilizing geoeconomic and geostrategic potential in North Aceh District and Lhokseumawe City. SEZ Arun Lhokseumawe is developed in sectors including energy, petrochemicals, agro-industrial food security, wood processing and logistics. The purpose of this study is to analyze the impact of the Arun Lhokseumawe SEZ on the Regional Gross Domestic Product (GRDP) of North Aceh Regency and Lhokseumawe City. This study uses secondary data using the Difference-in-Differences (DiD) analysis method to compare conditions before and after the existence of SEZs between locations that are developing SEZs, namely North Aceh District and Lhokseumawe City and those that are not locations, namely eight regencies/cities in the Province of aceh. The results showed that there was an impact in the form of a higher GRDP growth of 0.25 percent in North Aceh District and Lhokseumawe City after the operation of the Arun Lhokseumawe SEZ.
