PENGARUH BELANJA PEMERINTAH TERHADAP INKLUSIVITAS PEMBANGUNAN EKONOMI DI PROVINSI DAERAH ISTIMEWA YOGYAKARTA TAHUN 2011-2020

tahun 2019, angka kemiskinan DIY lebih tinggi dari kemiskinan nasional. Selain
itu tingkat ketimpangan pendapatan di Provinsi DIY pada tahun 2019 merupakan
yang tertinggi secara nasional. Pembangunan ekonomi inklusif di DIY belum
terjadi sepenuhnya. Pemerintah daerah berupaya mengurangi ketimpangan dan
kemiskinan, melalui berbagai program dan kegiatan, sebagai manifestasi dari
peran pemerintah yang dikaitkan dengan kebijakan fiskal, yaitu belanja pemerintah.
Penelitian ini bertujuan untuk mengetahui pengaruh belanja pemerintah terhadap
inklusivitas pembangunan ekonomi, sebagai identifikasi hasil kinerja pemerintah
dalam meningkatkan kesejahteraan masyarakat melalui penerapan pengelolaan
keuangan yang baik. Variabel inklusivitas pembangunan ekonomi dalam penelitian
ini menggunakan Indeks Pembangunan
Ekonomi Inklusif (IPEI) yang dikembangkan oleh Bappenas. Variabel belanja pemerintah menggunakan persentase realisasi pengeluaran belanja
pemerintah untuk fungsi pendidikan, kesehatan,
ekonomi, serta perumahan dan fasilitas umum. Data yang digunakan berupa data
panel dengan rentang waktu 2011- 2020 dan cross-section sebanyak 5
wilayah kabupaten/kota di DIY. Metode analisis yang digunakan dalam penelitian
ini adalah analisis regresi data panel. Hasil penelitian membuktikan bahwa
variabel belanja pemerintah fungsi pendidikan, kesehatan, serta perumahan dan
fasilitas umum berpengaruh positif dan signifikan terhadap IPEI.
According to the data of
Statistics Indonesia (BPS) in 2019, DIY's poverty rate was higher than the
national poverty rate. In addition, the level of income inequality in DIY
Province in 2019 was the highest nationally. The inclusive economic development
in DIY has yet to take place fully. The local government seeks to reduce
inequality and poverty through various programs and activities to manifest the
role of government associated with fiscal policy, namely government
expenditure. This study aims to determine the effect of government expenditure
on the inclusiveness of economic development to identify the results of
government performance in improving the community's welfare through
implementing good financial management. This study used the Inclusive Economic
Development Index (IEDI) developed by the Ministry of National Development Planning
of the Republic of Indonesia (Bappenas) as the variable of inclusivity of
economic development. The government expenditure variable uses the percentage
of the realization of government expenditure for the function of education,
health, economy, as well as housing and public facilities. The data used is
panel data with a period of 2011-2020 and a cross-section of 5 districts/cities
in DIY. The method of analysis used in this research is panel data regression
analysis. The results prove that the government expenditure variables for the
function of education, health, as well as housing and public facilities have a
positive and significant effect on IEDI.
