Evaluasi Perbandingan Rencana Anggaran Biaya Berdasarkan Permen PUPR No.1 Tahun 2022 dengan SNI Edisi Revisi Pada Pembangunan Rumah Tipe 45 Perumahan Klipang Green 2

Proyek pembangunan rumah sederhana tipe 45 adalah proyek pembangunan perumahan milik Perum Perumnas Proyek Semarang I yang berada di Perumahan Klipang Green 2, Sendangmulyo, Tembalang, Semarang. Perumahan yang disediakan oleh Perum Perumnas Proyek Semarang I mayoritas diperuntukkan bagi masyarakat menengah kebawah sedangkan biaya yang dikeluarkan untuk membuat rumah type 45 cukup besar yaitu berkisar Rp 250.000.000,00. Sehingga penelitian ini bertujuan untuk membandingkan perhitungan RAB berdasarkan Permen PUPR No. 1 Tahun 2022 dengan SNI Edisi Revisi.

Metode yang digunakan dalam penelitian ini yaitu deskriptif kuantitatif yang ditunjang dengan data primer dan data sekunder berupa data tenaga kerja; harga satuan upah tenaga kerja, bahan dan sewa alat Kota Semarang; Rencana Kerja dan Syarat-Syarat; dan Detail Engineering Design. Metode yang digunakan untuk mengolah data tersebut adalah metode analisis harga satuan pekerjaan berdasarkan Permen PUPR No.1 Tahun 2022 dan SNI Edisi Revisi sebagai perbandingan rencana anggaran biaya.

Hasil estimasi anggaran biaya dengan Permen PUPR No.1 Tahun 2022 sebesar Rp 224.900.000,00 dan hasil estimasi anggaran biaya dengan Standard Nasional Indonesia (SNI) Edisi Revisi sebesar Rp 171.700.000,00 sehingga didapatkan selisih sebesar Rp 53.200.000,00 dimana metode Permen PUPR No.1 Tahun 2022 lebih besar dari metode SNI Edisi Revisi. Maka jenis analisis yang menghasilkan anggaran biaya lebih murah dan ekonomis dalam pembangunan rumah sederhana tipe 45 di Klipang Green 2 Semarang adalah dengan metode Standard Nasional Indonesia (SNI) Edisi Revisi.

The residences provided by Perum Perumnas Semarang I Project are mostly intended for the middle to lower class people while the costs incurred for to make a type 45 house are quite large
 Rp 250.000.000,00 . So that this study aims to compare the Cost Estimation calculation of the Permen PUPR No.1 Tahun 2022 with SNI Revised Edition.

The method used in this research is descriptive quantitative supported by primary data and secondary data in the form of labor data; unit price of workers, materials and equipment rent of Semarang City; Work Plan and Terms; and Detail Engineering Design. The method used to process the data is the analysis methode of unit price of work based on Permen PUPR No.1 Tahun 2022 and SNI Revised Edition.

The results of the estimated cost budget with Permen PUPR No.1 Tahun 2022 method amounted to Rp 224.900.000,00 and the results of the estimated cost budget with the Standar Nasional Indonesia (SNI) Revised Edition method amounted to Rp 171.700.000,00 so that a difference of Rp 53.200.000,00 was obtained where the Permen PUPR No.1 Tahun 2022 methode was larger than the SNI Revised Edition method. So the type of analysis that produces a cheaper and more economical cost budget in construction of a simple type 45 house in Klipang Green 2 Semarang is the Standard Nasional Indonesia (SNI) Revised Edition method.
