Penerapan konsep New Public Management (NPM) pada sektor publik dengan adopsi gaya pengelolaan sektor privat dinilai mampu meningkatkan efektivitas dan efisiensi pelayanan publik. Di sisi lain, penerapan NPM menjadi alat untuk depolitisasi masyarakat. Untuk mengungkap hal tersebut, penelitian ini melakukan studi kasus terhadap satu pelayanan publik, yakni layanan ekonomi sirkular pengelolaan sampah di Kalurahan Panggungharjo, Daerah Istimewa Yogyakarta. Menggunakan teori NPM dan teori Depolitisasi sebagai pisau analisis, penelitian ini mengambil praktik depolitisasi dalam ekonomi sirkular pengelolaan sampah sebagai fokus utamanya. Praktik ekonomi sirkular pengelolaan sampah di Kalurahan Panggungharjo memberikan gambaran bahwa pelayanan publik yang dijalankan dengan prinsip NPM berpotensi mendepolitisasi masyarakat. Depolitisasi ini terjadi karena ekonomi sirkular pengelolaan sampah sebagai suatu pelayanan publik beroperasi dengan logika bisnis sehingga masyarakat diposisikan sebagai target pasar. Di sisi lain, negara lebih bertindak sebagai pelaku usaha jasa daripada aktor politik dengan kewenangan menyelenggarakan pelayanan publik. Relasi masyarakat dengan negara dijauhkan dari dimensi politik kemudian direkonstruksi menjadi sekadar interaksi bisnis antara pelanggan dan penyedia layanan. 

The application of the New Public Management (NPM) concept in the public sector with the adoption of private sector management styles is considered capable of increasing the effectiveness and efficiency of public services. Nevertheless, the implementation of NPM has become a tool to depoliticize the community. To dig deeper into this matter, this research conducts a case study of one public service, namely the circular economy service for waste management in Panggungharjo Village, Special Region of Yogyakarta. Using NPM theory and Depoliticization theory as analytical tools, this research takes the practice of depoliticization in the circular economy of waste management as its main focus. The circular economy practice of waste management in Panggungharjo illustrates that public services run with NPM principles have the potential to depoliticize the community. This depoliticization occurs because the circular economy of waste management as a public service operates with business logic so that the community is positioned as a target market. On the other hand, the state acts more as a service provider than a political actor with the authority to organize public services. The relationship between society and the state is distanced from the political dimension and then reconstructed into a mere business interaction between customers and service providers.
