Pada COP 15 Cina menunjukkan
kebijakannya yang tegas untuk menolak target pengurangan emisi yang absolut.
Implikasinya, negosiasi pada COP 15 mengalami kebuntuan, dan Cina menjadi
negara yang paling disorot sebagai penyebab dari kebuntuan tersebut.
Implikasinya, koalisi negara-negara Selatan mulai memiliki sentimen yang
negatif terhadap kebijakan Cina pada isu perlindungan lingkungan. Dengan
menggunakan kerangka teori manajemen stigma, skripsi ini mengidentifikasi bahwa
kebijakan Cina pada COP 15 menunjukkan manajemen respon yang strategis terhadap
tekanan stigmatisasi yang diarahkan kepadanya oleh negara negara Utara. Stigma
tersebut terbentuk dari logika labelisasi norma perlindungan lingkungan UNFCCC.
Negara-negara Utara yang menjadi pelekat stigma berada di posisi hierarkis yang
menguntungkan mereka dengan mendefinisikan praktik pembangunan ekonomi kepada
negara-negara Selatan. Praktek pembangunan ekonomi tersebut didefinisikan oleh
negara-negara Utara sebagai praktik yang ‘normal’ oleh norma perlindungan
lingkungan oleh UNFCCC. Implikasi dari stigma tersebut tidak hanya bertujuan
untuk mendorong kebijakan perlindungan lingkungan yang lebih ambisius, tetapi
memiliki kepentingan politik tertentu dari negara-negara Utara yang melakukan
pelekatan stigma. Maka dari itu, skripsi ini bermaksud untuk mengkaji pengaruh
stigma terhadap pembentukan posisi kebijakan negara Cina sebagai negara
Selatan.
In
COP 15, China demonstrated its firm policy to reject absolute emission
reduction targets. As a result, negotiations at COP 15 reached a deadlock, and
China was prominently highlighted as the cause of this impasse. Consequently, a
coalition of Southern countries harboured negative sentiments towards China's
environmental protection policies. Using the framework of stigma management
theory, this thesis identifies that China's policy at COP 15 exhibits strategic
response management to the stigmatization pressure directed at it by Northern
countries. This stigma arises from the labelling logic of environmental
protection norms established by the UNFCCC (United Nations Framework Convention
on Climate Change). Northern countries, who serve as the stigma assigners, hold
a hierarchical position that benefits them by defining economic development
practices for Southern countries. These economic development practices are
deemed 'normal' according to the environmental protection norms set by the
UNFCCC. The implications of this stigma are not only aimed at urging more
ambitious environmental protection policies but also serve specific political
interests of the Northern countries applying the stigma. Therefore, this thesis
intends to examine the influence of stigma on shaping China's policy position
as a Southern country.
