HUBUNGAN DAYA LAYAN INFRASTRUKTUR DAN EKONOMI WILAYAH DI PROVINSI JAWA TIMUR

Infrastruktur merupakan salah satu kunci keberhasilan proses pembangunan. Ketersediaan infrastruktur yang merata dan memadai dapat mendorong pertumbuhan ekonomi dan juga mengikis adanya ketimpangan antar wilayah. Hal ini menjadikan infrastruktur sebagai salah satu fokus pembangunan di berbagai daerah, salah satunya Provinsi Jawa Timur. Oleh karena itu tujuan penelitian ini yaitu mengidentifikasi distribusi  tingkat daya layan infrastruktur di Provinsi Jawa Timur, mengidentifikasi kondisi ekonomi wilayah di kabupaten/kota di Provinsi Jawa Timur, dan menganalisis hubungan daya layan infrastruktur dan ekonomi wilayah di Provinsi Jawa Timur. Metode penelitian yang digunakan yaitu deskriptif kuantitatif menggunakan data sekunder  yang berasal dari Badan Pusat Statistik. Identifikasi daya layan infrastruktur menggunakan teknik perhitungan indeks komposit yang didahului dengan serangkaian proses standarisasi berupa Scaling. Untuk mengetahui tingkat perkembangan ekonomi wilayah menggunakan tipologi klassen. Sedangkan untuk mengetahui hubungan daya layan infrastruktur dan ekonomi wilayah menggunakan uji korelasi rank spearman. Hasil penelitian menunjukkan adanya variasi indeks daya layan infrastruktur dengan 12 kabupaten/kota tinggi, 13 kabupaten/kota sedang, dan 13 kabupaten/kota rendah. Tingkat perkembangan ekonomi wilayah di Provinsi Jawa Timur juga beragam yang terbagi dalam 4 kelompok : 8 kabupaten/kota termasuk wilayah cepat maju dan cepat tumbuh, 2 kabupaten/kota maju tapi tertekan,  8 kabupaten/kota  berkembang cepat dan 20 kabupaten/kota lainnya termasuk dalam wilayah relatif tertinggal. Daya layan infrastruktur dan ekonomi wilayah memiliki hubungan yang signifikan dan bernilai positif.

Infrastructure is one of the keys to the success of the development process. The availability of infrastructure can encourage economic growth and also reduce disparities between regions. This makes infrastructure one of the focuses of development in various regions, one of them is East Java Province. Therefore, this study aims to identify the distribution of infrastructure serviceability levels in East Java Province, identify regional economic conditions in regencies/cities in East Java Province, and analyze the relationship between infrastructure serviceability and regional economy. This study uses descriptive quantitative methods. Identification of infrastructure serviceability uses a composite index calculation technique. To determine the level of regional economic development using the Klassen typology. To measure the relationship between serviceability of infrastructure and the regional economy using the Spearman rank correlation test. The results showed variations in classification  of the infrastructure serviceability index with 12 regencies/cities in the high category, 13 regencies/cities in the medium category, and 13 regencies/cities in low category. The level of regional economic development in East Java Province also varies, which is divided into 4 groups: 8 regencies/cities included in fast developing and growing regions, 2 regencies/cities included in developed but depressed regions, 8 regencies/cities  included in fast-developing regions and 20 other regencies/cities included in the relatively underdeveloped regions. The serviceability of infrastructure and the regional economy has a significant and positive relationship.
