ANALISIS KUALIFIKASI JABATAN FUNGSIONAL ARSIPARIS TERAMPIL DI PEMERINTAH DAERAH PADA REKRUTMEN PEGAWAI PEMERINTAH DENGAN PERJANJIAN KERJA (PPPK) TAHUN ANGGARAN 2022/2023

Tujuan dari proyek akhir ini adalah untuk mendeskripsikan hasil analisis mengenai kualifikasi arsiparis terampil dalam Pelaksanaan rekrutmen Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) Tahun Anggaran 2022/2023. Kualifikasi tersebut mengacu pada nomenklatur pendidikan, pengalaman kerja, danIndeks prestasi kumulatif (IPK).

Penelitian ini merupakan penelitian kualitatif deskriptif. Data diperoleh dengan tiga metode, yaitu sudi dokumen, Observasi dan wawancara. Studi dokumen yaitu membaca dan mengkaji terkait tema proyek akhir. Observasi yang dilaksanakan terdiri dari observasi partisipasi pada kegiatan pengelolaan arsip dinamis dan non partisipasi pada penelusuran kualifikasi melalui website pendafataran calon Aparatur Sipil Negara (ASN). Wawancara dilaksanakan secara terstruktur melalui wawancara langsung dan forumgroup discussion (FGD).

Hasil dari penelitian ini adalah kualifikasi jabatan fungsional arsiparis terampil terdiri dari kualifikasi pendidikan formal DIII dari jurusan apapun, namun diutamakan kearsipan dan kualifikasi pengalaman kerja. Namun pada dasarnya, kualifikasi pendidikan bukan menjadi permasalahan karena dipersyaratkan memiliki pengalaman kerja yang sesuai. Hal tersebut dianggap dapat menyelesaikan pekerjaan secara profesional sertam bertanggung jawab dalam melaksanakan tugas sebagai arsiparis terampil. Adapun persyaratan lainnya seperti indeks prestasi kumulatif dianggap sebagai syarat dalam seleksi pertama sehingga dapat menjaring sumberdaya manusia yang kompeten

The final project aims to describe the results of an analysis regarding the qualifications of arsiparis terampil in the Implementation of Recruitment ofGovernment Employees with Work Agreements (PPPK) for the 2022/2023 Fiscal Year. These qualifications refer to the nomenclature of education, work experience, and the achievement index (GPA).

This research is a descriptive qualitative research. Data was collected by three methods, namely document study, observation and interviews. The Document study, held by reading and reviewing related to the theme of the final project. Observations consisted of participant observations in records management activities and non-participation in tracking qualifications from registration of candidates for state civil servants website. The Document study, held by reading  and reviewing related to the theme of the final project.The interviews were conducted in a structured method through direct interviews and foum group discussion (FGD).

The results of this study are the qualifications for arsiparis terampil consisting of a diploma degree for formal education qualification from any major, but preferably archives and work experience qualificationst, and job experience qualifications. However, formal educational qualifications are not something urgent because the recruiters are depended on appropriate job experience. This is considered to be able to complete work professionally and be responsible in carrying out duties as arsiparis terampil. The other requirements such as the cumulative grade point average are considered as a requirement in the first selection so as to recruit competent human resources.
