Perancangan Integrasi Sistem Informasi Menggunakan Metode Service Oriented Architecture di Palang Merah Indonesia (PMI) Kota Yogyakarta

Unit Transfusi Darah (UTD) adalah fasilitas pelayanan kesehatan yang menyelenggarakan pendonor darah, penyediaan darah, dan pendistribusian darah. Unit Donor Darah (UDD) PMI Kota Yogyakarta merupakan salah satu organisasi sosial yang menjalankan fungsi ini di bawah naungan PMI. Sebagaimana diketahui bahwa unit dalam bidang ini telah mengembangkan manajemen sistem informasi sejak lama, tetapi hingga saat ini masih belum terintegrasi satu sama lain. Adanya masalah dalam berbagai layanan yang diberikan juga membutuhkan suatu sistem digitalisasi dan dapat diakses oleh masyarakat umum. Oleh karena itu, diperlukan pengembangan sistem manajemen informasi yang terintegrasi. Penelitian ini bertujuan untuk membuat rancangan integrasi sistem informasi dan gambaran proses bisnis yang sesuai dengan kebutuhan layanan agar dapat mengoptimalkan kinerja manajemen informasi khususnya di UDD PMI Kota Yogyakarta.

Proses perancangan sistem terdiri dari analisis sistem yang berjalan, analisis kebutuhan integrasi sistem, analisis sistem yang diusulkan, identifikasi proses bisnis, pemodelan proses bisnis, dan evaluasi proses bisnis. Penelitian ini dilakukan dengan pendekatan Service Oriented Architecture (SOA), yaitu bentuk arsitektur teknologi yang mengikuti prinsip-prinsip berorientasi layanan, dan menggunakan Business Process Modeling and Notation (BPMN) untuk menggambarkan proses bisnis.

Berdasarkan hasil penelitian, didapatkan desain layanan sistem informasi terintegrasi. Sistem yang diusulkan menerapkan sistem informasi yang menghubungkan seluruh pihak terkait penyelenggaraan kegiatan pelayanan donor dan distribusi darah yaitu UTD pusat, UTD provinsi, UTD kota/kabupaten, pendonor, masyarakat, dan rumah sakit atau BDRS. Hal ini juga dilengkapi dengan gambaran fungsi dan cakupan layanan pengguna sistem, kandidat layanan utama, katalog beserta deskripsi layanannya, hubungan antara layanan-layanan yang akan dibangun dan pengguna layanan, serta perbandingan antara sebelum dan sesudah adanya integrasi sistem informasi. Selain itu, gambaran proses bisnis telah dijelaskan dalam setiap layanan meliputi donor darah, permintaan darah, dan unit pendukung. Proses yang telah dimodelkan serta analisis sistem yang diusulkan digunakan sebagai acuan dalam tahap evaluasi agar dapat mengetahui perbedaan antara sebelum dan sesudah adanya integrasi sistem informasi.

Blood Transfusion Unit (UTD) is a health service facility that organizes blood donation, blood supply, and blood distribution. PMI Yogyakarta Blood Donor Unit (UDD) is one of the social organizations that perform this function under the auspices of PMI. As it is known that units in this field have developed management information systems for a long time, but until now they have not been integrated with each other. The existence of problems in the various services provided also requires a digitization system that can be accessed by the general public. Therefore, it is necessary to develop an integrated information management system. This study aims to design an information system integration and description of business processes in accordance with service requirements in order to optimize information management performance, especially at UDD PMI Yogyakarta City.

The system design process consists of an analysis of the current system, an analysis of system integration needs, an analysis of the proposed system, an identification of business processes, a modeling of business processes, and an evaluation of business processes. This research was conducted using the Service Oriented Architecture (SOA) approach, which is a form of technological architecture that follows service-oriented principles and uses Business Process Modeling and Notation (BPMN) to describe business processes.

Based on the research results, an integrated information system service design is obtained. The proposed system implements an information system that connects all parties related to the implementation of donor service activities and blood distribution, namely central UTD, provincial UTD, city/regency UTD, donors, community, and hospitals or BDRS. It is also equipped with an overview of the functions and scope of services for system users, main service candidates, catalogs along with service descriptions, the relationship between the services to be built and service users, as well as comparisons between before and after information system integration. In addition, an overview of business processes has been described in each service including blood donation, blood requests, and support units. The process that has been modeled and the analysis of the proposed system are used as a reference in the evaluation stage in order to find out the difference between before and after the integration of information systems.
