This decrease is due to Posbindu PTM activities in Yogyakarta City not running optimally due to the Covid-19 pandemic in Indonesia. This variation in the implementation of Posbindu PTM in Puskesmas in the Yogyakarta City area can be a lesson learned about the resilience of the implementation of the Posbindu PTM program under the impact of the Covid-19 pandemic. This study aims to explore the barriers and enablers to resilient Posbindu-PTM (community-based NCD screening program) at Yogyakarta City, Indonesia. We conducted a qualitative study by reviewing regulations and interviewing 10 informants by using purposively-selected Community Health Workers (CHWs) and health professionals in two public community health centers (puskesmas) about Posbindu-PTM program. The collected information was analyzed using content analysis. The results show that the role of community, CHWs and local stakeholders in coordinating with puskesmas staff to reach the people has been among the key enablers of resilient Posbindu-PTM program during pandemic. District Health Authority (DHA) of Yogyakarta city encouraged Posbindu-PTM activity to be carried out in conjunction with other programs such as posyandu, COVID-19 vaccination sessions, contributing to resilience. Puskesmas staff conducted on-site supervision quarterly beside of annually supervision, motivates community to run the Posbindu-PTM more routinely. Several challenges that hinder the resilience of Posbindu-PTM program are: limited number of CHWs and health workers, incentive for CHWs, lack of medical devices, and not-optimal use of information system. We conclude that, the enable improving resilience of Posbindu-PTM, the role of the community, leadership from DHA and puskesmas staff is imperative. RESILIENSI PROGRAM POS BINAAN TERPADU PENYAKIT TIDAK MENULAR MASA PANDEMI COVID-19 DI PUSKESMAS KOTA YOGYAKARTA

Penelitian ini bertujuan untuk mengeksplorasi faktor penghambat dan pendukung Posbindu-PTM (Pos Binaan Terpadu PTM) yang tangguh di Kota Yogyakarta, Indonesia dengan melakukan penelitian kualitatif dan mewawancarai 10 informan yang terdiri dari kader dan tenaga kesehatan uperviseal di dua puskesmas tentang program Posbindu-PTM. Informasi yang terkumpul dianalisis dengan menggunakan analisis konten.
Hasil penelitian menunjukkan bahwa peran masyarakat, peran kader dan pemangku kepentingan lokal dalam berkoordinasi dengan staf puskesmas untuk menjangkau masyarakat menjadi salah satu faktor kunci yang mendukung program Posbindu-PTM yang tangguh di masa pandemi. Dinas Kesehatan Kota Yogyakarta mendorong agar kegiatan Posbindu-PTM dilaksanakan bersamaan dengan program lain seperti posyandu dan sesi vaksinasi Covid-19. Petugas puskesmas melakukan supervisi lapangan setiap tiga bulan sekali selain supervisi tahunan, sehingga memotivasi masyarakat untuk menjalankan Posbindu-PTM secara lebih rutin. Beberapa tantangan yang menghambat ketahanan program Posbindu-PTM adalah: terbatasnya jumlah kader dan tenaga kesehatan, insentif untuk kader, kurangnya alat kesehatan, dan tidak optimalnya penggunaan sistem informasi.
Kami menyimpulkan bahwa untuk meningkatkan ketahanan Posbindu-PTM, peran masyarakat, kepemimpinan dari Dinkes Kab/Kota dan staf puskesmas sangat penting. Selain itu, sumber daya manusia yang memadai, termasuk tenaga kesehatan dan kader kesehatan, tidak hanya untuk melakukan kegiatan rutin skrining PTM, tetapi juga untuk mengelola sistem informasi juga sangat penting.
