Persepsi Pegawai Terhadaptugas Pokok Pejabat Eselaon Eselon III Pada Dinas Peternakan, Pwerikanan Dan Kelautan Propinsi DKI Jakarta

Berdasarkan Undang-undang Nomor 22 Tahun 1999 tentang Pemerintah Daerah dan Undang-undang 34 Tahun 1999 tentang Pemerintah Propinsi Daerah Khusus Ibukota Negara Republik Indonesia Jakarta, maka ditetapkan Peraturan Daerah Nomor 3 Tahun 2001 tentang Bentuk Susunan Organisasi dan Tata Kerja Perangkat Daerah dan Sekretariat DPRD Propinsi DKI Jakarta. Pada Peraturan Daerah tersebut ditetapkan Dinas Peternakan Perikanan dan Kelautan Propinsi DKI Jakarta merupakan penggabungan Dinas-dinas dan Kanwil-kanwil dimana jumlah karyawan serta tugas pokoknya membesar dibandingkan dengan dinas sebelumnya. Tujuan penelitian ini adalah pemberian skor terhadap tugas pokok jabatan eselon III pada Dinas Peternakan Perikanan dan Kelautan Propinsi DKI Jakarta dengan menggunakan metode diskriptif. Skor tugas pokok menggunakan skala Likert lima tingkat dengan urutan sangat sulit, sulit, cukup, mudah, sangat mudah. Hasil skor tugas pokok jabatan eselon III dari masing-masing Subdinas dibandingkan, dan dilakukan pengujian hipotesis dengan Anova. Jumlah sample sebanyak 105 responden diambil dari pegawai Dinas yang sudah bekerja lebih dari lima tahun, golongan III/A keatas dan bekerja diluar dari Subdinas yang diteliti. Eselon III yang diteliti sebanyak 5 Subdinas yang mempunyai tugas pekerjaan teknis yang hampir sama. Beberapa tugas pokok yang diteliti adalah : a) pembuatan kebijakan, b) penyusunan pedoman (Juklak dan Juknis), c) pelaksanaan kegiatan dan d) pelaksanaan pengawasan dan pengendalian. Hasil penelitian disimpulkan bahwa Subdinas PMPPK mempunyai skor 403,25; Subdinas EERKSPK bobot 365,75; Subdinas KHMV skor 333,75; Subdinas Produksi skor 332,5 dan Subdinas UPPM skor 327,5. Berdasarkan hipotesis terdapat perbedaan yang sangat signifikan diantara Subdinas. Urutan Subdinas dari yang terbesar sampai paling rendah adalah Pertama Subdinas PMPPK, Kedua Subdinas EERKSP, Ketiga Subdinas KHKMV dan urutan keempat atau yang terkecil adalah Subdinas Produksi dan Subdinas UPPM. Tugas pokok eselon III secara keseluruhan mempunyai bobot 352,55 dengan nilai rata-rata 3,36. Dari 105 responden yang menyatakan cukup 45,90%; menyatakan sulit 32,67%; mudah 12,5%; sangat sulit 7,74% dan yang menyatakan sangat mudah 0,8%. Agar pelaksanaan tugas pokok jabatan eselon III pada Dinas Peternakan, Perikanan dan Kelautan Propinsi DKI Jakarta dapat berjalan optimal, maka disarankan bagi pengambil keputusan atau pimpinan Dinas Peternakan Perikanan dan Kelautan Propinsi DKI Jakarta untuk menggunakan daftar urutan Subdinas sebagai bahan pertimbangan untuk penataan organisasi, mutasi dan promosi pegawai dan melakukan studi tentang tugas pokok jabatan eselon III pada Dinas Peternakan Perikanan dan Kelautan Propinsi DKI Jakarta yang belum diteliti yaitu pada 6 (enam) Suku Dinas Kotamadya dan pada 7 (tujuh) Unit Pelaksana Teknis.

Based on Laws No. 22 year 1999 on Local Government and Law No. 34 year 1999 on Provincial Government of SPECIAL REGION of REPUBLIC of INDONESIA CAPITAL JAKARTA, then, it is forth Local Ordinance No. 3 year 2001 on Organization Structure and Responsibilities of Regional Apparatus and Secretariat of Regional Parliament (DPRD) Province of DKI JAKARTA. In this regulation, the office of Livestock, Fisheries and Marine services was established. This new office is a merging of related offices and the Regional offices Related Central Departments (KANWIL). As a consequences, the new office has more employee and larger task and responsibilities compare to its original offices before merger. The objective of this research is to score the main Responsibilities and tasks of echelon III official of the new offices utilized descreptive methode: This scoring use the “Likert” five level scale, with a scquence of very didficult, difficult, fair, easy and very easy. The result of this scoring for each of echelon III official of each sub-Division (Subdinas) are compared. And then a hypothesis test conducted with Anova. The number of sample use 105 respondent from the office employee who has been working for more than 5 years, grade III/A and above and working overside the sub office under investigation. Echelon III officials from 5 sub Dinas who has an almost similar technical tasks were interviewed. The main tasks researched are : a) policy formulation, b) development of implementing guidelines (technical and implementation guidelines), c) implementation and activities, and d) supervision of implementation and control. The result of this research is summerized below; sub Dinas PMPPK the score is 403, 25, sub Dinas EERKSPK is 365,75; sub Dinas KHKMV is 333,75; sub Dinas Production is 332,5 and sub Dinas UPPM is 327,5 respectively. Based on the hypothesis there is exist significant differences among sub Dinas. The main responsibilities and tasks of Echelon III officials in total has a score of 352,55 and average of 3,36. Form 105 respondents, there were 45,90% indicates the main responsibilities are fair, 32,67% indicate difficult, 12,5% indicated easy, 7% indicated very difficult while 0,8% indicated very easy. That for decition makers or the leaders of office to use the above list of Livestock, Fisheries and Marine at Province (Special Region of Republic of Indonesia Capital) DKI Jakarta as one of the consideration for organizational changes, mutation and promotion of employee and conduct further study on the Echelon III officials of Livestock, Fisheries and Marine at Province DKI Jakarta, which has not being researched, which are the six sub Dinas Kotamadya and in the seven Technical Implementation Unit.
