KETERLIBATAN JAPAN SELF-DEFENSE FORCE DALAM PENANGANAN COVID-19: RELEVANSI KONSTITUSI DAN PERSEPSI MASYARAKAT TERHADAP PASIFISME

Penelitian ini bertujuan untuk menguji relevansi konsep pasifisme dalam konteks penanganan Covid-19 yang dilakukan oleh Japan Self Defense-Forces (JSDF) di Jepang. Relevansi yang dimaksud dirumuskan dalam dua rumusan masalah: (1) bagaimana kesesuaian dengan prinsip pasifisme dalam penanganan bencana oleh militer dan (2) persepsi publik terhadap misi terkait. Metode yang digunakan yakni analisis kualitatif melalui obyek berupa regulasi tentang misi penanganan bencana JSDF dan artikel berita seputar penanganan Covid-19. Hasil penelitian menunjukkan bahwa misi penanganan Covid-19 oleh JSDF masih berada pada koridor prinsip pasifisme dan menuai dukungan signifikan dari publik. Prinsip tersebut mencakup partisipasi sipil, kemanusiaan, dan pertahanan nasional dalam implementasi penanganan bencana oleh militer. Selain itu, dukungan publik melalui media massa secara umum terbagi dalam 3 topik dominan: justifikasi tindakan JSDF, apresiasi terhadap misi JSDF, dan sorotan terhadap partisipasi sipil maupun rekam jejak JSDF. Oleh karena itu, kesimpulan utama dari penelitian ini menunjukkan bahwa apa yang dilakukan JSDF sudah relevan dengan pasifisme baik sebagai prinsip maupun ideologi publik. 

This research aims to examine the relevance of pacifism in the context of Covid-19 handling by the Japan Self-Defense Forces (JSDF). The study formulates the relevance into two research questions: (1) the compatibility with pacifism principles in disaster response by the military, and (2) public perception of the related mission. The research utilizes qualitative analysis through the examination of regulatory documents concerning JSDF's disaster response missions and news articles on Covid-19 handling. The findings indicate that the Covid-19 handling mission conducted by JSDF remains aligned with the principles of pacifism and receives significant support from the public. These principles encompass civilian participation, humanity, and national defense in the implementation of disaster response by the military. Furthermore, public support through mass media is generally divided into three dominant topics: justification of JSDF's actions, appreciation for JSDF's mission, and scrutiny of civilian participation and JSDF's track record. Therefore, the main conclusion of this research demonstrates that JSDF's actions are relevant to pacifism, both as a principle and a public ideology.
