ANALISIS PELAKSANAAN SMART GOVERNMENT DI KOTA MAGELANG (STUDI KOMPARASI PADA APLIKASI MAGELANG CERDAS DAN APLIKASI MPP KOTA MAGELANG)

Penelitian ini bertujuan untuk mengetahui sejauh mana penerapan dimensi Smart Government di Kota Magelang melalui aplikasi MPP dan aplikasi Magelang Cerdas yang dianalisis berdasarkan kondisi lapangan serta mengeksplorasi faktor-faktor yang memengaruhi dalam penerapan Smart Government di Kota Magelang. Penelitian ini mencoba menerapkan dimensi layanan Smart Government (Hujran et al, 2021) di tingkat kota dimana biasanya diterapkan pada negara maju atau pada lingkup besar. Penelitian ini juga menyumbang literatur penelitian tentang dimensi layanan Smart Government yang lebih sedikit dibandingkan dengan dimensi atau tahapan e-government. Penelitian ini menggunakan metode kualitatif deksriptif dengan analisis komparasi pada aplikasi Magelang Cerdas dan aplikasi MPP Kota Magelang. 

Hasil penelitian menunjukkan bahwa pelaksanaan Smart Government di Kota Magelang secara garis besar telah sampai pada dimensi partisipatif. Terdapat kelebihan dan kekurangan dari aplikasi Magelang Cerdas dan aplikasi MPP beserta bagian diskusi yang memuat analisis komparasi dari dua aplikasi, temuan indikator-indikator dimensi yang terpenuhi maupun tidak, serta faktor-faktor yang memengaruhi berjalannya Smart Government di Kota Magelang dalam pemenuhan indikator dimensi. Dimensi layanan Smart Government yang diterapkan aplikasi Magelang Cerdas dinilai lebih unggul daripada aplikasi MPP jika dilihat dari pemenuhan indikatornya yaitu pada dimensi layanan informasi dasar, dimensi transaksional, dan dimensi layanan cerdas yang kemudian memberikan konteks tertentu. Dimensi informasi dasar dianggap dimensi yang paling mudah dipenuhi sedangkan dimensi layanan cerdas merupakan dimensi paling sulit untuk dipenuhi. Penelitian ini menunjukkan bahwa pemerintah Kota Magelang perlu melakukan evaluasi terhadap layanan aplikasi yang dijalankan serta meningkatkan teknologi canggih dalam aplikasi tersebut. Penelitian ini juga mencoba membuat framework model yang baru yang sesuai dengan Smart Government di Kota Magelang yang dapat diterapkan pada daerah lain dan dapat menarik pelajaran di dalamnya. 

This study aims to determine the extent to which the Smart Government dimension is implemented in Magelang City through the MPP application and the Smart Magelang application which are analyzed based on field conditions and explore the factors that influence the implementation of Smart Government in Magelang City. This research tries to apply the dimensions of Smart Government services (Hujran et al, 2021) at the city level which are usually applied to developed countries or on a large scale. This research also sifts through the research literature on the service dimension of Smart Government which is less compared to the e-government dimension or stages. This study uses a qualitative descriptive method with comparative analysis on the Magelang Smart application and the Magelang City MPP application.

The results of the study show that the implementation of Smart Government in the City of Magelang has broadly arrived at a participatory dimension. There are advantages and disadvantages of the Magelang Smart application and the MPP application along with a discussion section which contains a comparative analysis of the two applications, findings of competing or non-competitive dimension indicators, as well as factors that influence the operation of Smart Government in Magelang City in fulfilling the indicators. The Smart Government service dimension that implements the Magelang Smart application is considered superior to the MPP application when viewed from the fulfillment of the indicators, namely the basic information service dimension, the transactional dimension, and the smart service dimension which then provides a certain context. The basic information dimension is considered as the easiest dimension to fulfill while the intelligent service dimension is the most difficult dimension to fulfill. This research shows that the government of Magelang City needs to evaluate the application services being run and improve the advanced technology in these applications. This research also tries to create a new framework model that is in accordance with Smart Government in Magelang City which can be applied in other regions and can draw lessons from it.
