Collaborative Governance Dalam Peningkatan Pelaporan Online Manajemen Energi

Konservasi energi merupakan upaya pemerintah dalam mengatasi perubahan iklim berupa pemanasan global yang terjadi dengan melakukan penghematan energi yang berpengaruh pula terhadap pengurangan emisi CO2. Pelaporan Online Manajemen Energi (POME) yang wajib dilakukan oleh industri yang memenuhi persyaratan sesuai kebijakan konservasi energi dan manajemen energi merupakan salah satu bentuk kegiatan konservasi energi. Penelitian ini dilakukan dengan pendekatan kualitatif yang mendeskripsikan kualitas proses dan pengaruh kualitas proses collaborative governance terhadap peningkatan pelaporan online manajemen energi. Data diambil melalui wawancara dan observasi kepada informan yang terlibat, baik dari sektor pemerintah dan industri. Hasil penelitian menurut teori collaborative governance regime: pada sistem konteks, sulit melakukan identifikasi industri karena adanya keterbatasan wewenang; pendorong baru dalam hal teknologi informasi diharapkan mampu mengatasi keterbatasan ruang dan waktu; dan pada dinamika kolaboratif yang terjadi belum efektifnya komunikasi yang dilakukan oleh pemerintah serta ketegasan yang belum dijalankan terkait sanksi bagi industri yang belum melakukan pelaporan online manajemen energi. Adanya penjelasan siklus collaborative governance mulai dari tahapan analyze, assign, design, dan assess memberikan kemudahan peneliti dalam menganalisis dan menilai berlangsungnya proses collaborative governance. Kualitas proses collaborative governance dalam meningkatkan pelaporan online manajemen energi dipengaruhi oleh: konteks, tujuan atau misi, komunikasi, lingkungan, komitmen, struktur jaringan, kekuasaan, dan teknologi informasi.

Energy conservation is the government's effort to overcome climate change in the form of global warming that occurs by saving energy which also affects the reduction of CO2 emissions. Energy Management Online Reporting (POME) which must be carried out by industries that meet the requirements according to energy conservation and energy management policies is a form of energy conservation activity. This research was conducted with a qualitative approach that describes the quality of the process and the influence of process quality collaborative governance towards increasing energy management online reporting. Data was collected through interviews and observations of the informants involved, both from the government and industrial sectors. The results of research according to theory of collaborative governance regime: in the system context, it is difficult to identify the industry because of limited authority; new drivers in terms of information technology are expected to be able to overcome the limitations of space and time; and on the collaborative dynamics that have occurred, the government has not yet effectively communicated and the firmness that has not been carried out regarding sanctions for industries that have not carried out online reporting on energy management. There is an explanation of the cycle of collaborative governance starting from the stages of analyze, assign, design, and assess provide convenience for researchers in analyzing and assessing the ongoing process of collaborative governance. Process quality of collaborative governance in improving energy management online reporting is influenced by: context, goals or mission, communication, environment, commitment, network structure, power, and information technology.
