THE REPRESENTATION OF NCLB INMPLEMENTATION PROGRAM AND ITS IMPACT FOR HISPANIC STUDENTS: A CRITICAL DISCOURSE IN MEDIA REPORTS

NCLB bertujuan untuk meningkatkan sistem pendidikan Amerika Serikat. Setiap siswa di Amerika harus memiliki hak yang sama untuk mendapatkan pendidikan yang berkualitas. Artinya, negara bertanggung jawab menyediakan fasilitas pendidikan yang adil, merata, dan berkualitas bagi masyarakat. Namun kenyataannya, NCLB tidak sepenuhnya berhasil. Sementara undang-undang menetapkan kesetaraan bagi siswa yang kurang mampu, siswa yang lebih mampu mendapatkan fasilitas yang lebih baik dan guru yang terbaik. Selain itu, tidak semua guru sekolah memenuhi standar. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk mengkaji tantangan yang dihadapi oleh NCLB. Itu juga bermaksud untuk menyelidiki implementasi NCLB yang ideal dan keefektifannya untuk siswa di Amerika Serikat. Penelitian ini dilakukan untuk menjawab dua pertanyaan: 1. Seberapa efektif penerapan No Child Left Behind seperti yang ditayangkan di media? 2. Apa dampak penerapan No Child Left Behind pada siswa Hispanik? Penelitian ini menggunakan teori analisis wacana kritis dari Norman Fairclough dan Jager dengan artikel berita sebagai sumber data. Artikel berita diambil dari New York Times, USNews.com, Dailynews.com, Fivethirtyeight.com, dan CBS News. Ditemukan bahwa NCLB masih bermasalah karena kesenjangan prestasi, protes, dan kinerja rendah masih ada. Selain itu, masih adanya keyakinan yang salah, diskriminasi, dan ketidakjujuran sebagai hambatan untuk mengatasi kesalahan sosial dalam pelaksanaan NCLB. Beberapa strategi dapat mengatasi masalah tersebut, seperti merevisi NCLB dan menggantinya dengan UU baru bernama ESSA serta memberikan fleksibilitas terhadap negara bagian untuk mengatur standard mereka sendiri. 

NCLB aimed to improve the education system of the United States. Every student in America must have the same rights to get a quality education, which means that the state is responsible for providing the community with fair, equitable, and quality educational facilities. In reality, however, NCLB was not entirely successful. While the law stipulated equality for underprivileged students, wealthier students got better facilities and the best teachers. In addition, not all school teachers met the standards. Based on these problems, this study aims to examine the challenges faced by NCLB. It also intends to investigate the ideal implementation of NCLB and its effectiveness for students in the United States. This research was conducted to answer two questions: 1. How effective is the implementation of No Child Left Behind, as shown in the media? 2. What are the impacts of the implementation of No Child Left Behind on Hispanic students? This study uses the theory of Critical Discourse analysis from Norman Fairclough and Jager with news articles as data sources. The news articles were taken from the New York Times, USNews.com, Dailynews.com, Fivethirtyeight.com, and CBS News. It is found that NCLB is still problematic because the achievement gap, protest, and low performance were still present. In addition, there were still wrong beliefs, discrimination, and dishonesty as the obstacles to addressing social wrong in the implementation of NCLB. Some strategies could solve these problems, such as revising NCLB by make a new law named ESSA and giving the flexibility to each nation to set their standard.
