EVALUASI USABILITY SISTEM INFORMASI PELAPORAN TERPADU BADAN PENGAWAS OBAT DAN MAKANAN

Latar Belakang: Sistem Informasi Pelaporan Terpadu (SIPT) adalah aplikasi yang dikembangkan oleh Badan Pengawas Obat dan Makanan (BPOM) dengan tujuan sebagai media pelaporan hasil pengawasan Obat dan Makanan dari Balai Besar/Balai dan Loka POM. Delapan Balai Besar POM serta empat Balai POM yang melaporkan masalah, kendala atau hambatan terkait SIPT. Tujuan: Tujuan penelitian ini untuk mengetahui nilai usability dan rekomendasi perbaikan SIPT. Metode: Penelitian ini menggunakan pendekatan Explanatory Sequential Mixed Method. Penelitian menggabungkan penelitian kuantitatif dengan desain descriptive cross-sectional study menggunakan instrument CSUQ dengan jumlah responden 165 responden dan penelitian kualitatif dengan desain case study melalui Focus Group Discussions (FGD) yang dilaksanakan dua kali dengan peserta sebanyak delapan perserta pada FGD pertama dan tujuh peserta pada FGD kedua. Hasil dan Pembahasan: Data hasil penelitian kuantitatif diuji normalitas dengan menggunakan statistik Kolmogorov-Smirnov dan didapatkan data terdistribusi normal. Data kemudian dilakukan uji statistik lanjutan menggunakan Uji T independent, Anova dan Pearson Correlation. Data hasil penelitian kualitataif dianalisis dengan software NVIVO. Evaluasi usability menunjukkan sistem ini dinilai mempunyai kebergunaan yang baik dengan nilai dimensi kemudahan penggunaan 3,66 (0,89), dimensi kualitas informasi yang dihasilkan sistem 3,47 (0,94), dimensi kualitas antarmuka pengguna 3,71 (0,84) dan dimensi usability secara keseluruhan 3,41 (0,88). Tidak terdapat hubungan antara sosiodemografi, kualifikasi dan pengalaman menggunakan sistem terhadap usability. Kesimpulan: Dihasilkan lima belas rekomendasi untuk perbaikan dengan rekomendasi utama yaitu perbaikan kesalahan minor dapat dilakukan di UPT; dibuat online chat atau virtual chat; sampel Pangan Jajanan Anak Sekolah (PJAS) difasilitasi SIPT; filter pencarian data SIPT mengakomodir pencarian menggunakan informasi yang melekat pada sampel; SIPT mengakomodir pengawasan iklan pangan, kosmetik, obat tradisional, maupun suplemen kesehatan; dan penambahan fitur monitoring dan evaluasi (monev).

Background: The Integrated Reporting Information System (SIPT) is an application developed by the Food and Drug Administration (BPOM) to be a medium for reporting the results of Drug and Food control from the Balai Besar/Balai and POM Workshops. Eight POM Centers and four POM Centers report problems, problems, or obstacles related to SIPT. Objective: The purpose of this study was to determine the usability value and recommendations for SIPT improvement. Method: This study uses the Explanatory Sequential Mixed Method approach. The study combined quantitative research with a descriptive cross-sectional study design using the CSUQ instrument with a total of 165 respondents and qualitative research with a case study design through Focus Group Discussions (FGD) which was held twice with eight participants in the first FGD and seven participants in the FGD second. Quantitative research data were tested for normality using the Kolmogorov-Smirnov statistics and the data were normally distributed. Result: The data were then subjected to further statistical tests using the independent T-test, ANOVA, and Pearson Correlation. Qualitative research data were analyzed using NVIVO software. The usability evaluation shows that this system is considered to have good usability with the value of the ease of use dimension of 3.66 (0.89), the dimension of the quality of information generated by the system is 3.47 (0.94), the dimension of the quality of the user interface is 3.71 (0.84) and the overall usability dimension is 3.41 (0.88). There is no relationship between sociodemographics, qualifications, and experience using the system on usability. Conclussion: Fifteen recommendations for improvement were produced, with the main recommendation being that minor error repairs could be made at the UPT; made online chat or virtual chat; sample Food Snacks for School Children (PJAS) facilitated by SIPT; the SIPT data search filter accommodates searches using the information attached to the sample; SIPT accommodates supervision of advertisements for food, cosmetics, traditional medicines, and health supplements; and additional monitoring and evaluation features.
