WACANA ANTI-IMIGRAN: PRAKTIK DAN MOBILISASI POLITIK POPULISME DI PRANCIS

Tesis ini menganalisis dinamika wacana anti-imigran dalam kontestasi politik kontemporer Prancis pada Pilpres 2017 dan 2022 yang didominasi oleh partai Rassemblement National (RN) dan Partai La Republique En Marche ! (LREM). Melalui pendekatan populisme dalam tradisi analisis wacana politik (political discourse analysis), argumen utama tesis ini adalah bahwa bangkitnya kekuatan politik populisme di Prancis merupakan konsekuensi dari perubahan sosial-politik besar, yakni krisis ekonomi 2008, gelombang imigran 2015, dan bangkrutnya kekuatan partai Sosialis. Ketiga kondisi ini membuat wacana politik anti-imigran menjadi cara efektif untuk konsolidasi politik dan pertarungan elektoral. Melalui wacana anti-imigran, politik konstruksi kita versus mereka dikonstruksi melalui tiga bentuk artikulasi utama, yakni: imigran sebagai ancaman bagi bangsa, keamanan, dan kesempatan ekonomi. Dengan level relatif berbeda, RN dan LREM menggunakan wacana anti-imigran untuk konsolidasi kekuatan politik populis dan menggeser kekuatan politik sosialis, khususnya dalam periode 2017-2022.

This study aims to analyze the dynamics of anti-immigrant discourse in contemporary French political contestation in the 2017 and 2022 Presidential Elections which are dominated by the Rassemblement National (RN) party and the La Republique En Marche ! (LREM). Through a populism approach in the tradition of political discourse analysis, the main argument of this study is that the rise of political populism in France is a consequence of major socio-political changes, namely the 2008 economic crisis, the 2015 immigrant wave, and the bankruptcy of the Socialist party dominance. These three conditions drive anti-immigrant political discourse as an effective way of political consolidation and electoral struggle. Through anti-immigrant discourse, the political construction of us versus them is built through three main forms of articulation, namely: immigrant as a threat to the nation, security, and economic opportunity. With relatively different levels, RN and LREM use anti-immigrant discourse to consolidate populist political power and replace Socialist political power, especially in the 2017-2022 period.
