Evaluasi Implementasi Contractor Safety Management System Pekerjaan Kontrak Pengoperasian dan Pemeliharaan Central Processing Plant Gundih berdasarkan ISRS7

Latar Belakang Central Processing Plant (CPP) Gundih merupakan fasilitas pengolahan gas bumi (kilang gas) di wilayah Cepu yang memasok bahan bakar untuk pembangkit listrik di Jawa Tengah bagian utara. Pengoperasian dan pemeliharaan fasilitas kilang gas ini sepenuhnya dioperasikan oleh Mitra Kontraktor Kontrak Kerjasama (KKKS) melalui Contractor Safety Management System (CSMS) dengan kategori pekerjaan berisiko tinggi dibawah pengawasan PT Pertamina EP Cepu selaku KKKS yang menerapkan standar International Sustainability Rating System edisi ke-7 (ISRS7) selama masa kontrak kerja Oktober 2020 sampai dengan Maret 2021. Tujuan Mengevaluasi implementasi Contractor Safety Management System (CSMS) untuk Operasi dan Pemeliharaan Central Processing Plant (CPP) Gundih kontrak berdasarkan ISRS7. Metode Penelitian ini menggunakan metode deskriptif kualitatif dengan desain studi kasus pada dokumen pekerjaan kontrak operasi dan pemeliharaan Central Processing Plant (CPP) Gundih periode Oktober 2020 sampai dengan Maret 2021. Delapan informan terdiri dari 4 informan utama manajemen KKKS dan 4 perwakilan lapangan triangulasi. Hasil Mitra KKS telah mengimplementasikan tahap implementasi CSMS sesuai Pedoman Sistem Manajemen HSE Kontraktor KKKS, dan telah melaksanakan tools instrument sub proses Contractor Operations dari ISRS7, juga telah memenuhi implementasi sub proses COntractor Operations dari ISRS7. Kesimpulan Mitra PSC perlu meningkatkan komunikasi yang efektif dengan KKKS dan menginisiasi komunikasi dengan mengusulkan pengadaan forum diskusi bersama baik untuk melaksanakan tahapan CSMS secara tepat waktu maupun untuk membahas bukti implementasi CSMS agar tahapan implementasi CSMS efektif dan efisien.

Background Central Processing Plant (CPP) Gundih is a natural gas processing facility (gas refinery) in the Cepu region that supplies fuel for power plants in the northern part of Central Java. The operation and maintenance of this gas refinery facility is entirely operated by the partner of the Production Sharing Contract (PSC) through the Contractor Safety Management System (CSMS) with the category of high risk work under the supervision of PT Pertamina EP Cepu as the PSC which implements the standard of International Sustainability Rating System 7th edition (ISRS7) during work contract period from October 2020 to March 2021. Purpose Evaluate the implementation of the Contractor Safety Management System (CSMS) for the Central Processing Plant (CPP) Gundih operation and maintenance contract based on ISRS7. Method This study used a descriptive qualitative method with a case study design on the work documents for the operation and maintenance contract for Central Processing Plant (CPP) Gundih for the period October 2020 to March 2021. Eight informants consisted of 4 main informants for KKKS management and 4 triangulation field representatives. Results The PSC partners have implemented CSMS implementation phase in accordance with the PSC Contractor's HSE Management System Guidelines, and have carried out the CSMS Contractor Operations sub-process instrument tools from ISRS7, also fulfilled the implementation of the Contractor Operations sub-process from ISRS7. Conclusion PSC Partner need to improve effective communication with PSC and initiate communication by proposing to procure joint discussion forums both to carry out the CSMS stages in a timely manner and to discuss evidence of CSMS implementation so that the CSMS implementation phase is effective and efficient.
