Analisis Kinerja Anggaran Pemerintah Provinsi Kalimantan Timur (Studi Atas Anggaran Bidang Sosial dan Ekonomi)

Penelitian ini bertujuan untuk menganalisis keselarasan rencana strategik yang dilaksanakan dengan sasaran-sasaran pembangunan Pemerintah Provinsi Kalimantan Timur dan untuk menganalisis kinerja ekonomis, efesiensi dan efektivitas dengan cara menganalisis menggunakan konsep value for money. Penelitian ini menggunakan metode deskriptif kuantitatif untuk mencapai tujuan penelitian. Teknik pengumpulan data yang dilakukan adalah dokumentasi dan wawancara tidak terstuktur. Penelitian ini menganalisis dua organisasi perangkat daerah yang mewakili masing-masing bidang sosial dan ekonomi, yaitu OPD Urusan Kelautan dan Perikanan Provinsi Kalimantan Timur serta OPD Urusan Kesejahteraan Sosial Provinsi Kalimantan Timur. Hasil analisis menunjukkan adanya keselarasan antara Rencana Pembangunan Jangka Menengah Daerah dengan Rencana Strategis Organisasi Perangkat Daerah (OPD) Urusan Kelautan dan Perikanan Provinsi Kalimantan Timur serta OPD Urusan Kesejahteraan Sosial Provinsi Kalimantan Timur. Penelitian ini juga menunjukkan data dua OPD Pemerintah Daerah Provinsi Kalimantan Timur Tahun 2019 tersebut telah memanfaatkan harga input secara ekonomis, efisien, dan efektif, baik dilihat dari bidang sosial maupun bidang ekonomi. Namun, nilai efisiensi Urusan Kesejahteraan Sosial yang relatif masih rendah disebabkan SDM yang mendapatkan pembinaan masih dalam proses pembelajaran berusaha (wirausaha baru). Penelitian ini memberikan kontribusi secara praktis kepada Pemerintah Provinsi Kalimantan Timur dalam bahan evaluasi dan secara akademis bagi peneliti selanjutnya untuk menambah referensi dalam penelitian selanjutnya.

This study aims to analyze the alignment of the implemented strategic plan with the development goals of the Provincial Government of East Kalimantan and to analyze economic performance, efficiency and effectiveness by means of analysis by using the concept of value for money. This study uses a quantitative descriptive method to achieve research objectives. Data collection techniques used were documentation and unstructured interviews. This study analyzes two regional apparatus organizations representing each of the social and economic fields, namely the Maritime and Fisheries Affairs of East Kalimantan Province and the Social Welfare Affairs of East Kalimantan Province. The results of the analysis show that there is harmony between the Regional Medium-Term Development Plan and the Strategic Plan of the Regional Apparatus Organization for Maritime Affairs and Fisheries of East Kalimantan Province and Social Welfare Affairs of East Kalimantan Province. This research also shows data from the two Regional Government OPDs of East Kalimantan Province in 2019 that have used input prices economically, efficiently and effectively, both from the social and economic perspectives. However, the relatively low efficiency score for Social Welfare Affairs is due to the fact that the human resources receiving guidance are still in the process of learning to do business (new entrepreneurship). This research makes a practical contribution to the Provincial Government of East Kalimantan in evaluation material and academically for future researchers to add references in further research.
