Hubungan Perkembangan Ekonomi Dan Kondisi Sektor Pariwisata Di Indonesia Sebelum Dan Saat Pandemi Covid-19

Pengembangan ekonomi wilayah dan industri pariwisata merupakan bagian dari prioritas pembangunan nasional Indonesia. Dari waktu ke waktu, perkembangan ekonomi wilayah yang dinamis memiliki hubungan yang cukup erat dengan perkembangan kondisi sektor pariwisata saat ini, dan sebaliknya. Menurut Undang-Undang Kepariwisataan Nomor 10 Tahun 2009, salah satu tujuan pariwisata adalah untuk meningkatkan pertumbuhan ekonomi, dan juga dicatat bahwa perkembangan pariwisata dunia dari tahun ke tahun menunjukkan perkembangan yang sangat cepat karena perubahan struktur sosio-ekonomi. Tujuan penelitian ini adalah untuk menyelidiki tingkat pertumbuhan ekonomi wilayah di setiap provinsi Indonesia, untuk mengidentifikasi kondisi sektor pariwisata di setiap provinsi Indonesia, dan untuk mengkaji hubungan antara pekembangan ekonomi wilayah dan kondisi sektor pariwisata. Pendekatan penelitian yang digunakan dalam penelitian ini adalah analisis deskriptif kuantitatif dengan data sekunder dari berbagai instansi terkait. Dalam rentang waktu 2019- 2020 ketika sebelum dan sedang pandemi COVID-2019. Analisis dilakukan dengan mengamati dinamika perkembangan ekonomi wilayah dengan tipologi klassen dan teknik analisis skoring pada penentuan tingkat kondisi sektor pariwisata yang ada. Hasil dari keduanya kemudian dilakukan analisis uji korelasi menggunakan Korelasi Spearman Rank dan matriks tipologi perkembangan ekonomi dan kondisi sektor pariwisata. Berdasarkan penelitian yang ada, Dalam periode 2019-2020 sebelum dan selama pandemi COVID-2019, terdapat sekitar 16 provinsi mengalami perubahan tipologi kelas perkembangan ekonomi wilayah sedangkan 18 provinsi tidak mengalami perubahan tipologi. Sedangkan dalam konteks kondisi sektor pariwisata pada periode 2019-2020 sebelum dan sesudah COVID-19 yang ada tidak terjadi perubahan, yang mana 6 provinsi berkelas tinggi, 1 provinsi berkelas sedang, dan 27 provinsi berkelas rendah. Dalam konteks hubungan tersendiri secara garis besar hubungan perkembangan ekonomi wilayah dan tingkat kondisi sektor pariwisata memiliki hubungan positif. Dengan hubungan signifikan positif terjadi pada hubungan antara kondisi sektor pariwisata dengan PDRB. Dari segi laju pertumbuhan ekonomi serta pendapatan per kapita sendiri, hubungan dengan pariwisata yang ada tidak lah signifikan. Hal tersebut diakibatkan perubahan laju ekonomi yang signifikan pada beberapa provinsi di Indonesia diakibatkan oleh masing-masing sektor unggulannya, kemudian perbedaan jumlah penduduk, serta pariwisata lebih mempengaruhi laju pertumbuhan secara jangka panjang

Regional economic development and the tourism industry are part of Indonesia's national development priorities. From time to time, dynamic regional economic development has a fairly close relationship with current developments in the tourism sector, and vice versa. According to the Tourism Law Number 10 of 2009, one of the objectives of tourism is to increase economic growth, and it is also noted that the development of world tourism from year to year shows very rapid development due to changes in the socio-economic structure. The purpose of this research is to investigate the level of regional economic growth in each province of Indonesia, to identify the condition of the tourism sector in each province of Indonesia, and to examine the relationship between regional economic development and the condition of the tourism sector. The research approach used in this research is quantitative descriptive analysis with secondary data from various related agencies. In the 2019-2020 timeframe, the research was conducted based on the territory of the Unitary State of the Republic of Indonesia, with an analysis unit of 34 provinces. The analysis was carried out by observing the dynamics of regional economic development with class typologies and scoring analysis techniques at the growth rate of existing tourism sector conditions. the results of the two were then carried out a correlation test analysis using the Spearman Rank Correlation and the typology matrix of economic development and conditions of the tourism sector. The results showed, the level of regional economic development in the 2019�2020 (before and during pandemic) period about 16 provinces witnessed changes in the typology of regional economic development classes before and during the COVID-2019 pandemic, whereas 18 provinces did not. Meanwhile, there was no change in the class clasification condition of the tourist industry in the 2019-2020 period before and after COVID-19, with 6 provinces being high-class, 1 province being medium-class, and 27 provinces being lowclass. In the context of a separate relationship, broadly speaking, the relationship between regional economic development and the level of tourism sector conditions has a positive relationship. With a positive significant relationship occurring in the relationship between the condition of the tourism sector and GRDP. From the level of economic growth and per capita income itself, the relationship with tourism is not significant. This results in significant changes in the economic rate in several provinces in Indonesia caused by each of its leading sectors, then differences in population, and tourism affects the growth rate more in the long run.
