ANALISIS FAKTOR UTAMA PENYEBAB KETERLAMBATAN PENGADAAN BAJA STRUKTURAL PADA PROYEK PT WIJAYA KARYA (PERSERO) TBK

Keterlambatan pengadaan baja struktural berdampak pada kerugian waktu dan biaya di proyek PT Wijaya Karya (Persero) Tbk (WIKA). Penelitian ini bertujuan untuk mengidentifikasi penyebab utama atas permasalahan tersebut sehingga dapat mengurangi keterlambatan (delay) pengadaan baja struktural di proyek-proyek WIKA selanjutnya. Metode penelitian menggunakan pendekatan kualitatif didukung analisis data kuantitatif. Data kualitatif diperoleh melalui wawancara mendalam dengan informan kunci, sedangkan data kuantitatif diperoleh dengan survei untuk dasar perhitungan indeks kepentingan (IMPI) dan Diagram Pareto. Hasil dari data diperoleh sebanyak 22 faktor yang menyebabkan keterlambatan pengadaan baja struktural antara lain Detail Engineering Drawing (DED) dan Basic Engineering Design (BED) yang sering berubah. Strategi rencana tindakan perbaikan untuk meminimalisir faktor-faktor keterlambatan tersebut antara lain kolaborasi engineering pemilik proyek, konsultan, kontraktor dan fabricator, untuk mengidentifikasi seluruh pekerjaan interface dengan disiplin lain.

Delay in procurement of steel structure that occurred at PT Wijaya Karya (Persero) Tbk (WIKA) projects resulted loss of time and cost overrun. This study aims to identify the main causes of these problems to minimize the delays. The research method uses a qualitative approach supported by quantitative data analysis. The qualitative data were obtained through in-depth interviews with key informants, while the quantitative data by conducting survey as basis for calculating the Importance Index value (IMPI) and Pareto Diagram. The results shown the 22 factors causing the delay in the procurement of steel structure. The Detail Engineering Drawing (DED) and Basic Engineering Design (BED) are frequently changed and caused the delay. The strategy to minimize the delay is collaboration between engineering from owner, consultant, contractor, and fabricator to identify all interface discipline works.
