PENGARUH KOMPETISI POLITIK TERHADAP PEMBANGUNAN MANUSIA: STUDI EMPIRIS MENGGUNAKAN DATA PANEL KABUPATEN/KOTA DI INDONESIA TAHUN 2009-2019

Penelitian ini bertujuan untuk menganalisa arah pengaruh kompetisi politik terhadap pembangunan manusia di Indonesia. Dasar penelitian ini ialah perdebatan ilmiah arang pengaruh kompetisi politik terhadap pembangunan manusia. Indikator pembangunan manusia menggunakan aspek outcome pembangunan manusia berupa Indeks Pembangunan Manusia (IPM) dan output kebijakan pembangunan manusia berupa anggaran kesehatan dan anggaran pendidikan. Adapun kompetisi politik diukur dari indeks multiparty margin, Herfindahl-Hirschman Index (HHI), dan indeks effective number of party (ENP). Model dinamis digunakan untuk melakukan estimasi dengan pendekatan system Generalized Moment Methode (GMM) pada unbalance panel data Kabupaten/Kota di Indonesia tahun 2009-2019. Hasil menunjukkan bahwa secara keseluruhan kompetisi politik berpengaruh positif terhadap pembangunan manusia baik dari aspek IPM, anggaran kesehatanm dan anggaran pendidikan. Semakin kompetitif peran politisi maka semakin responsive terhadap perbaikan kesejahteraan masyarakat.

This study aims to analyze the direction of the influence of political competition on human development in Indonesia. The basis of this research is a scientific debate on the effect of political competition on human development. Human development indicators use aspects of human development outcomes in the form of the Human Development Index (HDI) and human development policy outputs in the form of the health budget and education budget. Political competition is measured by multiparty margin index, Herfindahl-Hirschman Index (HHI), and effective number of party (ENP) index. The dynamic model is used to estimate with the Generalized Moment Method (GMM) system approach on unbalanced panel data of districts/cities in Indonesia in 2009-2019. The results show that overall political competition has a positive effect on human development both in terms of HDI, health budget and education budget. The more competitive the role of politicians, the more responsive to the improvement of public welfare.
