ANALISIS KEBUTUHAN KAYU PERTUKANGAN DAN POTENSI PASAR KAYU JATI CURIAN Studi Kasus Desa Bedingin: Pencurian Kayu Jati di Perbatasan KPH Mantingan dan KPH Blora Perum Perhutani Unit I JAWA TENGAH

Sdarna ini kasus pencurian kayu jatL khususnya cli wilayah ke1ja Perum Perhutani: ang meliputi areal hutan di Jawa sduas 3.025.935 ha. lebih sering ditengarai akibat kondisi sosial ekonomi masyarakat desa disekitar hutan yang pada umumnya hidup dalarn kondisi rniskin. Salah satu program pemerintah yang clilaksanakan uleh Perum Perhutani aclalah Pembangunan ????vlasyarakat Desa Hutan ( P\.IDI-1) atau Rural Forest Cnmrnunicty Development. Program ini climaksudkan untuk meningkatkan taraf hid up mas:, arakat agar nantinya clapat mengurangi kerusakan hutan akibat pencurian kayu. penggcrnbalaan. clan pengambilan kayu bakar secara liar. Di sisi lain. khususnya di kmvasan hutan jati. kebutuhan kayu pertukangan ma:-:, arakat desa di sekitar hutan be I urn dilihat sebagai salah satu faktor yang menyebabkan timbulnya kerusakan hutan. Kebutuhan kayu pertukangan yang tidak disuplai okh sistem pasar tersebut. dicluga merupakan salah satu faktor penyebab te1jadinya pencurian kayu jati yang berlangsung terus-menerus sepanjang tahun. Hal ini suclah barang tentu mengakibatkan kerugian yang tidak sedikit bagi Perurn Perhutani, bahkan mencapai ratusan juta rupiah setiap tahunnya. Pemasaran kayu jati selama ini hanya menjangkau atau mensuplai masyarakat kota saja. Sementara itu. bagi masyarakat desa di sekitar hutan kayu jati merupakan komponen utama dalam pembuatan rumah. alat-alat rurnah tangga. clan alat-alat pe1unian. The problem of teakwood robbing especially in Java forest region as the working area of Perum Perhutani is often issued because of social economic condition of rural forest community who generaly lived in the poor conditions. The one of government program which have implemented by Perum Perhutani is Rural Forest Community Development (Pembangunan Masyarakat Desa Hutan). These programs have been done to increase the standard of society living, and at last the problem of forest destruction which was caused by wood robbing, herding, and firewood robbing will be decreased. In the other hand, especially in region of teakwood forest, the need of woodworking of rural communities did not observed as one of the factors that caused forest destruction. The woodworking needs that have not supplied by these market system became one factor which caused the teakwood robbing continuously in a year. These problems caused much financial loose for Perum Perhutani, in fact it was reached a hundred million rupiah a year. The teakwood marketing as long as the time have been reached just only in the city communities. At the same time, by community who lived around the forest region, the teakwood became a basic housing components, households, and farming tools. Therefore, the need of teakwood for the community have not supplied by these market system, even though nothing substitution goods or other kinds of wood that accepted by the communities. This conditions supports to create the black market network of teakwood theft and to increase wood robbing case that threaten of teakwood forest preservation in Java. The description expressed from the research in the Bedingin village, Todanan Subdistrict, Blora Regency, and the Propincy of Central Java. Bedingin have large 734,5 hectare occupied by 913 head family, and consist of 4.153 peoples. The research have done to the forest area on 941,9 hectares and 91 respondents or 10% of total head of household (KK) . The result of the research recorded that teakwood robbing did not only caused by the social economic condition, but also influenced by the woodworking needs which have not been supplied by these market system. Average of housing in the Bedingin village are 14,8132 m2 each. The next calculation obtained the number of woddworking consumption average are 0,4938 m3/head of household a year, or 0,10855 m3/capita a year, or 0,0955 m3 I m2 of the housing floor. Other information obtained from the respondents that community more likes to choose Perum Perhutani legal teakwood if the teakwood directly sold in the near of the forest and could be bought for retailed according to their financial condition. Further more calculation, in fact the price of the teakwood theft are cheaper than the Basic Sale Price (Harga Jual Dasar) of Perum Perhutani for sorting and ce11ain wood quality, especially for three kinds of teakwood lower most quality class. These matter makes possible that Perum Perhutani created some marketing policy to supply the need of teak woodworking for the rural forest communities.
